Nope kane lasers do not get lost in the atmo. Laser is light and heat: Light Amplification Stimulated by Emisions of Radiation. It would just make it more powerfull. As light from the sun doesn't get "cought up" in the atmosphere neither do lasers.

Lasers cannot be amplified jusdt because they go through the atmosphere. Its against the law of physics. Where did you get that?
A light beam will be dispersated by the particles found in their way. It will, in fact, loose energy, not gain it. If the beam is powerful enough, part of it will hit the surface. If not, it will get dispersated.
