The Congress should by no means be discouraged by the addition of the ToP as competitors to this contract.
This 100 million credit contract will not be the last one on offer. There will be at least two more such 'discrete' contracts to be run in conjunction with our normal channels of business.
The Junker Congress needs to understand two things:
1) The GMG is moving away from the notion of exclusive contracts. They have proved to be problematic at best, indeed some of the Guild Masters consider exclusive contracts to be a complete failure. 'Competition' is the new buzzword within the Guild these days.
2) To be perfectly frank, Junkers are not generally liked by Guild Citizens. Their presence on our bases and in our space is politically unpopular. It is only the Kusari blockade that has pressed the Guild into letting the Congress in so close.
Even then we must be seen to keep a certain distance from the Congress. Allow me to forward part of this email sent to my desk, from Guild Master Raikoke:

Another month has passed and it is time to make our monthly deliveries. Gas miner Naha has been resupplied with all requested items. Please stand by as we will be posting more completed shipments soon. Thank you.
All deliveries have been made for the month. These last two documents show supplies being delivered to Fujiwasa. Also there is a second file showing the neon being delivered to Aomori. We had the cargo space so we decided to send a full load. It really should meet your neon requests for at least three months. We will contact you again next month with more supplies. Please advise if you require anything further.
