The Hispanic Sleeper ship was NOT filled up with criminals. Indeed it might be safe to assume none of the sleeper ships had anyone with a criminal record. Desperate and dire circumstances lead both to become as they were. The first evidence may be found with the lore of what happened during the trip but the biggest impact that caused both to become unlawful was that both colonies ended up in resource deprived areas. They began and continue to live their lives at the short end of the stick. I believe that by the time they reconnected routes to the houses it was already too late. Desperate times lead to desperate measures.
Yes they are rich due to a an unnecessary but highly addictive resource (to anyone but them)......drug dealers. This unlawful activity helps them with getting the essential resources they need. Corsairs do so with true hardcore piracy and raiding (if I recall Corsairs have a major abundance of mineral resources but one cant eat or drink rock). In their early beginnings they were too far away to even make contact with the houses and thus no trade began early in their colonies that woulda supported a lawful culture. Instead by the time they found the houses it was already too late. They fell into desperate actions.

The only real export the Corsairs have is Artefacts, which are illegal in three of the four houses.
If there was a burgeoning legal artefact trade, such might be possible in-rp, however, until such time the Corsairs will have to rely on pirating.
The question is not if its hard, but if ppl really want it. And if the Corsairs really want, then we can find a way to get it.
I dont mean, to get friendly with all houses at same time, in just one day, etc.
To start, the best item Corsairs have to trade is Artifacts, that can be transported in Rheinland with research ID, that is also the closest house to Corsairs systems, so why not start from there?
Same goes for Kusari, that is not too far away.
Also, as i said before, i really would like to join a lawful Hispania faction, and i'm ready to donate 500M to help support the initial costs.
It's simple. Imagine that the Corsairs are a a nation themselves, they basically are. It's like they're at war, with everyone else. I mean even Rheinland was considered "criminal" by other house standards at one point, when Rheinland views and ideals didn't match up with their own.
"Lawful" Is just a point of view and so is criminality.
Idea i like though,
What they should do is open up negotiations (In RP) with a house faction. Or one of the sub factions of a house faction, or one of the house factions scientific groups. And work technology and house groups into their world. It'd be cool. . . Obviously though, it wouldn't be bretonia. Since their "Soft" on Outcasts.
I support idea of Sairs forming their House and solving some problems through diplomatic ways, some - with force. Such problem as conquering Cambridge, should be resolved with force, of course.;)

the long-term plan is, of course, unreachable - unless you want to still have this mod alive and kicking in 50 years (rl ones, since the timeline pretty much copies the RL time)
it's not something that happens during a month.
as for trading artifacts to rheinland or bretonia - they are outlawed in those houses. no sane government will support trade in commodities exported only from a faction they are at war with. duh.
