Means they probably had the most modern navy around... And don't forget that Bretonia was attacked as well.
This doesn't take into account the arms race that was going on before the Vanilla campaign, which no doubt would have continued as Kusari rebuilt it's Navy (Including rebuilding 300 year old battleship designs >.<).
In a 100m sprint, Rheinland tripped Kusari in the middle of the race. Bretonia stumbled a little but kept going. Sure Kusari got back on its feet but it still lost ground.
How it managed to create a fleet more powerful than Bretonia's within 20 years, while Bretonia built up its own, makes little sense to me, especially if the Kusari economy is not currently collapsing.
