First allow me to answer to the concerns of Ms. Whitte-san.
While I understand that you have reservations about my attendance causing diplomatic hardships by entering Bretonia, I can assure you this will not be the case.
The Kusari Teikoku covers a vast area of Sirius and as such there are other paths that can be used to gain enterence to Omega-49.
This summit and our dispute with the Kingdom of Bretonia are separate issues and I do not have mixed feelings when it comes to doing my job.
All I require from the Kingdom of Bretonia is your word that my attendance would not instigate any kind of reprisals towards myself or our hosts.
I will be attending on a purely diplomatic purpose and pose no threat to your kingdom nor the defence thereof.
One day this dispute will be over, and when it is I am sure there will be a relationship of some kind between us.

Onto another request that may of been made by yourself.
If you feel you have a diplomatic matter that you wish to bring before Kusari, you are of course welcome to apply for rights to enter Kusari to facilitate this.

I would also like to state that I too agree with Ms. Whitte-san's proposal in relation to delegation.
It seems to be fair for all while allowing a efficient meeting structure.

On a last note the Kusari Teikoku raises no objection to any of the afore mentioned applications for representation and is only concerned that the voice of this summit is kept balanced and fair, while being at a manageable level for proper discussion.

One more note that must be made, as was the case during the last summit, I am here to represent the Kusari Teikoku, not Samura Heavy Industries.
While I may field question related to Samura, that is not the point of my visit.

To all Delegates

I would like to start by thanking Her Royal Majesty Queen Carina and her Government, for being understanding and allowing the concession, of delegates being allowed to safely traverse Bretonian Space. If some are still unhappy, entering Bretonian space there are of course other ways to get to Omega 49, so if any of you require directions or support just ask.

Now I wish to engage with the Zoner issue. During the last round of discussions, some were concerned with the amount of Zoners attending, and the Zoners were themselves were concerned about being lumped together as one group. I suggest a compromise, the three biggest groups of Zoners should be represented, i.e. The Omicroners, the Omicron Supply Industries, and the Temporary Autonomous Zoners. In addition, I propose that they are allocated one additional place, and send a representative to look after the interests of Independent Zoners. This representative could and should be briefed with the concerns of the Freeports and other Independent stations. I realise that these groups are not a homogeneous entity, but equally it would be infeasible to have a represntative from each of the Freeports. I would be interested to hear the participants views on this.

We should now also give thought to what is to be discussed at the meeting. Do we wish to continue with the programme set out previously, or do we wish for something radically different. I feel sure that both the Enclave and the Colonial Republic, wish to continue to discuss the Gallian question, as I am sure many of you do to.

Hi Nathan,

Before taking a decision regarding the number of zoners representative, I would like to understand the consequences of such decision. Basically I am still wondering why the number of representatives of each faction seems to be important. I thought the purpose of the summit was to discuss about several matters and try to find solutions that makes a consensus to solve it. Of course the more we are to participate and the greater is the risk that the discussion become endless. However such problem can be solve with the presence of a moderator.

If the number of representative is so important, is it because we are going to vote? If so, I've got two questions:

1. Are we obligated to have one voice per representative? Can't we compute a fair number of voices own by each faction based on its population and economic activity, or other criteria, regardless the number of representatives sent at the summit? For instance, let s say each zoner representative has one voice and that each House representative has several voices. I guess it could satisfy all the participants.
   
2. What would be the legal status of such vote? I mean, if a decision is voted by a majority of representatives. Then who will force the minority that has voted against the decision to accept the result of the vote? For instance, if it is voted that iridium market price is too high, who will force Mr Orphelia the admin of Freeport 11, which is a major exporter of iridium, to reduce its price of iridium?
   

I think if we are going to vote, then the second question should be solved before the summit.

Before I say anything, I must note I am not as good with words as you all are, I am a solder, a pilot and a man of war, so I apologize beforehand if I say anything...out of turn.

First of all, this..summit will not be something where the delegates vote over bits and pieces to assume more power or wealth. In fact, I'll speak openly, the foremost topic is Gallia, yes, Gallia. Other disagreements and arrangements can be done afterwards in order, but the most important topic is Gallia, I'm sure you all agree on this point. It's not everyday a new House pops up and demands Sirius to bow down to them, no, this is an important matter.

The objective of this meeting is to discuss, exchange opinions and negotiate. I very much doubt there will be any voting in a meeting as large as this, there are too many parameters. There might be wars, alliances, conspiracies and hatred between the delegates, and from experience I know it is very hard to negotiate by 'voting' which decides the fates of corporations and nations with so many different views and sides.

Private contracts and such can be made afterwards, perhaps based on what is negotiated in the summit. However, the objective of this summit is to simply talk, nothing more.

As for the Zoner matter, my opinion is that so many delegates are unneeded, as Mister Ward suggested, a representative could be sent on behalf of the many freeports, and the three larger zoner groups their own delegates, as they control a much larger power.

Of course, as this Summit's objective is to state opinions, it might be important for each Freeport to send their own delegates, however, the Republic and Enclave are only bridges, the host of this Summit will be Freeport 1, the decision is theirs.
