I'm unsure if those are implemented yet either, at least not fully.
No, they are not. They are only sold at the Lost Battlestar and I believe there may be a problem with uncloaking. For now, all Modules are unavailable to the public.

Just to note, these bases were originally intended to be perks for trade factions. Individuals will not be able to keep up with the supply demand. Seeing as they're intended for trade factions, that implies you'd need at least 5 moderately active transports. This also means maintenance will be a lot harder for unlawfuls, because lawfuls can just contract an existing faction.

And what if an individual player has enough money to pay a faction like, say, IND or OSI to supply his base constantly? Heh he heh.
I'm guessing that would depend on the type of base and additions - I'm guessing there is at least some variety of bases as well as some form of equipping it with gunnery or other equipment.
I'm a bit curious as to how they'de set it up factions wise though, although I'm guessing if your wanting a base you'de need to be a legitimate faction and get it checked/created by Admins anyway.
So does that mean a pretty wealthy player can make a base, like an "outpost" type for himself and keeping it resupplied? like a personal "barrier-gate"?
THAT SOUNDS SO AWESOME!
I guess you can put turrets around too, right? that would fullfill my turtling desires!!
