First off, there are very few cargos that give a 40m profit. Perhaps you should be more specific becuase the only ones i know of are ore, with the largest transports. In which case, yes asking 10 if the guy is carrying cargo that indeed nets 40. However your comment seems to be that you demand 10 from all cargo, most of which earns mebe 6-8m profit with a 4.2k transport.
The pirate trans before was basically a gunboat with a cargo hold, and had no downsides. It was cheap, had more frontal firepower than most lawful equivilents, and very very good armor, also more than most lawful equivilents.

His original comment was that he was going to demand everyone drop all their cargo, basically a "if i cant have awsome ship nobody who meets me will make a damn thing". This seems at its core a personal issue with not being able to have a kill-everything-and-carry-it-too ship.
Also, the L'ane is not a good pirate ship, it has 4k cargo yes but a 45k plant and weaker armor than anything it faces, plus in gallia theres a battleship base at every choke point and the lanes have cruiser level guns. A cap4 asco gb near one gets destroyed in less than a minute.
Pirating should not be easy, but currently it still is. A lone bomber can now obliterate most convoys with the hellfire rockets, snac, and a TCD. A ptrans can still outgun anything but a well armored battletransport type or liner, which are rather rare and MUCH more expensive than the ptrans. Much less manuverable too.
I think the ptrans is fine now, with the intention being you would demand what you could hold, and both still make a little bit.
Or would you prefer instead the ptrans balanced to l'ane standards? Weaker than all opponents but larger cargo?
For the most part balance comes down to either firepower and/or manuver, or armor/cargo. The ptrans was frankly too small, firepower packing, and agile for its cargo hold as it was. Thats probably why it was decreased.

But nothing special, just a pirate thread with a bit unusual start, but now we are back on track.
Just an afterthought... If popping ships would drop all of their cargo, pirates would make more profit, so there would be more of them, and they'd still be in need of teams to sell a bigger drop. Hey now I remember, I disliked that feature from the start. :)
