Hmm, its a hard choice really, in the end. I agree with what some people said, in that they'll charge whatever they think they can get away with (although EA has been notorious for this crappy behaviour for many years now), and I feel bioware has started going downhill (as I always thought they would) once EA got their hands on them.
There is some DLC/Expansion packs I have been more than happy to pay for, though I often also wait until the GOTY or complete editions of games come out. Having said that, Red Dead Redemption's Undead Nightmare DLC was almost a whole new game in itself and one of the best expansion packs ever made. Lair of the Shadow Broker for Mass Effect 2 is totally worth it, as is Broken Steel for Fallout 3. Even further back in the day, Throne of Bhaal expansion pack for Baldur's Gate II was also totally more than worth the price it cost, as were the Half Life 1 expansions Opposing Forces and Blue Shift. But some companies really take the piss with it (Activision's COD series is a huge offender in this category).

Are we alone, spoiler boys and girls? Awesome! Anyway, about the Prothean character:
When I first heard about it, a part of me was like "awesome! I've always wanted to see what the Protheans looked like and delve more into their background and lore" while another bit was "what the f**k? such a core and central part of all the games is being made DLC? F**k you EA" and basically raging about it for a while, not so much over the cost but more that such a central and key character would be DLC to begin with.
I am hoping that the prothean is a central and core part of the game anyway and that the DLC merely allows you to have him in your party and gives you an extra mission to do with him, otherwise he's like an advisor who sits on the normandy for the entire game if you don't have the DLC, occasionally handing out sage advice and dialogue with the council and liara etc. At least then, despite the cost, it won't feel like a cheap and contrived addon character that barely fits into your team and hardly says or interacts with anything (unlike all the core characters in mass effect 2 for instance).
Unfortunately, I suspect he's more along the lines of Shale in Dragon Age Origins, where you have his "finding the cryogenically frozen prothean" quest and then after that he has random dialogue much like zaeed and kasumi for the rest of the game, perhaps a brief chat with liara and the council if he's in your party, and maybe a few extra little bits and pieces of dialogue at random intervals.
It is still hugely frustrating and annoying though, since like...well damn, everyone in the galaxy would want to see and interview a real live prothean, and surely a prothean would finally give you the proof and help to shove the Reapers in the council's face once and for all without question. And, you know, perhaps when the reapers are defeated once and for all, hopefully you'll be able to be able to chat with the prothean. You know, ask him how he feels about it all, being the last of his species but finally having revenge on those who did it, that kind of thing, the sort of thing you might expect from a member of such a core and central to the plot species. But hey, probably might get a brief line out of him somewhere at the end of the game, and then the prothean isn't even mentioned anymore. Bloody sucks.
In the end it's a big discussion that equates to nothing. The problem will sort itself out in the end when the game companies ask for too much and then we'll all just settle down into a happy and fair system. Right? Probably not but we can hope can't we.
A few weeks or month after the release most games are far cheaper anyways; but for the (many) ones, who can't wait - there is nothing much you can do, except to buy it overpriced or pirate it.
