A compromise could be based on levels. Make the restrictions be on core 4 bases. Make a core 0.5 base that won't take more than several consecutive hours to kill with more than a couple battleships, and have them be "base lite" for the masses. Also have instances of deliberate oorp supplying/building/use as grounds for insta-obliteration. As long as there will always be lolwut hessians building bases using republican 5k's, this sort of mechanic needs to be controlled.
That's how it works, hessians don't have industrial and have no trade company as its ally, that means ooc is required. If you let each faction the necessary goods then there won't be any reason to republicans constructing unlawful.

Because Aviv.... Certain groups of people (ZA?) supplying their bases with incorrect and ridiculous ship+ID setups (I mentioned the ZA, that was during the whole debacle in O74, I'm unaware of the current situations and if lessons have be learned, I just took it up as a clear example), even if it was under times of stress (attacks from everywhere).

The bottom line is, 85% of the POBs out there are not adding ANYTHING to the mod. If POBs would be SRPd the background story would be thought out, community would be informed of its purpose and it could (would) ensure a proper reaction to it all inRP. If a POB is SRPd but the owners neglect following proper rule set such as supplying it with all the wrong ships+ID it'd be eligible in my opinion for a instant removal, or atleast a harsh sanction. 'cause it'd be breaking a rule.
I've got other things about POBs, but I'm currently pissed off enough about 4 kittens ruining my interior, so I'll be laser pointing those bastards around to dissipate some energy.
My 2 cents:
Just remove them from the game. As admins cannot even track a damn thing of a playerbase it seems. And they delete your base on their point of view. Ak if they believe you are a bad guy they just remove it. So i would suggest remove it from the game. As then they CAN see you are not doing anything wrong.
Or another option:
admins use em for events. Ak spawn a base and let 2 or more factions fight over a base or whatever. And the one who wins will own it a week. or whatever other idea to use it for PLAYER Activity

Just because certain Zoner (Ahem) indie factions have taken a liking to landing 5k's in Rheinland House space for certain base materials does not mean "that's how it works."
Bases are semi permanent fixtures ingame, and should be held to HIGHER rp standards than the average lolwut in a battleship bombarding planets from orbit and calling it a day, not lower.
There's a point to certain factions having access to industrial goods while others don't. It's because RP dictates that houses have industries and resources to build things, while most unlawfuls and zoners just simply don't. It's why you don't see too many unlawfuls building entire systems full of bases, and why the Zoners only have scattered bases throughout Sirius, instead of something as densely populated as New York, or any of the other highly populated systems.
You MIGHT get away with saying that all of your enormous fleet of zoner juggies exist inRP, hell you might even get away with saying that your zoner pals breed like rabbits enough for you to have over 9000(well, clearly more than that) marines about to take livadia - but there is no way in hell that it makes sense for lawful corporations to suddenly regularly supply unlawful POB's, even with their harebrained "we took hostages and forced them to" "RP."
Bad idea and here's why: this seems to me like a thinly veiled attempt to simply start removal of player bases altogether. IMO that's a bad thing, the whole point is if you can support one (in a non server rule breaky way) then you can have one. Furthermore, it was one of the key points of bases that they will not be admin regulated in accordance to placement or use (within the boundaries of RP of course). Self regulation of bases should come from players, both those who support the base and those who want to destroy it.
It's like the case with Gallia: instead of trying to get rid of it because you think it causes problems, how about trying to balance them and enhance their use instead?
