Yes, Chugoku exists. The Kusari government knows of the existence of the system, and Samura has convinced them that there is great riches to be mined there. The government is however unaware that the Blood Dragons make their nest there, a fact confirmed by the rumors on Battleship Matsumoto and Kyoto Base.
Here is what is most likely- Samura has probably figured out that the Blood Dragons likely come from that system by now, and are less bound by needing absolute proof than the government is. They made up a story about incredible riches in order to get the military to protect their operation, and began working a jump gate with the official purpose of setting up mining operations. The real purpose was to "just so happen" to find the Blood Dragon home base while they are innocently mining, something that the scattered patrols have been unable to do- rumors on Kyoto say that they keep the jumpholes closely watched so that if a military patrol finds the jumphole, much less goes through it, they do not live to tell the tale- something facilitated by the jamming properties of the clouds.
In essence, high ranking Samura officials, the Golden Chrysanthemums (they showed Juni and Trent in at the request of the Order, seems reasonable that their closest allies would know), and *possibly* the GMG or some Outcasts know about the Blood Dragon presence in the system. However, Samura will remain tight-lipped about it and have anyone who leaks it executed after long torture, and the GMG wouldn't dare talk because the Blood Dragons know too much about them- all they have to do is hand over communication logs and a quarter of the Kusari Navy shows up in the GMG's backyard with destructive intent, something the Blood Dragons likely remind the GMG whenever things get rough. The Outcasts are also likely kept on a need-to-know basis, with again the importance of secrecy emphasized as a way to maintain a foothold in Kusari they would otherwise lose.
Summing all that shifty Kusari politics up, while the existence of the system is well known, the presence of the Blood Dragon base is not. However, because the KNF are almost certainly aware of the Blood Dragons' interest in the system, between they and Samura (and the Hogosha) there is likely a notice about the danger in the system, something the GMG almost certainly back up with the nastiest stories they can make plausible. According to anyone outside of the very short list at the beginning of the above paragraph, Chugoku is a very dangerous system to be avoided at all costs. Samura would never send people there (relying on the Hogosha to do their dirty work if absolutely necessary) and the GMG would only send people in on official business, and with supervision from the Blood Dragons. The Golden Chrysanthemums are also probably rare in the system, while they are possibly allowed to traverse the system they would by no means land without permission, supervision, and a very good reason. Players should have their assorted characters (the ones not otherwise mentioned above) view the system the way they (the players) view the Zone 21 minefield- not the passage through it, I mean actually flying straight into the mines. You know, the part where it auto-kills fighters and rips transports and the like to shreds. Would you charge through a lethal minefield as a shortcut? You wouldn't even know it was a shortcut actually, for heaven's sake the frikken military doesn't know that and even Samura is working off suspicions- nothing to run efficiency calculations off of, by any means.
This is all on top of Ageira's heavy propaganda machine that makes everyone very suspicious of jumpholes in the first place. While they are (usually) quite safe for fighters and small freighters and possibly even larger ships, civilians don't know that. The Liberty military has almost certainly done extensive research alongside Ageira (hence the Texas Jumpgate Incident) and is fine with using jumpholes (other militaries have almost certainly done similar research, there are a few so close to the lanes there is no way in hell they don't know about those), and various criminal organizations know the limits of jumpholes very well indeed, as they are the lifeline out in the Omicrons. HOWEVER, civilians and corporations (excepting high-ranking in-the-know officials at DSE, Ageira, possibly Samura and Kishiro) are very well brainwashed into believing that jumpholes are dangerous and to be avoided at all costs, a bit that pirate groups are quite happy to attest to if it keeps people from poking around their bases. It is even possibly that some of the less-clean corporate groups and their unlawful connections coordinate the occasional staged disappearance to broadcast and use as further reinforcement.
Summing up the above paragraph, if you carry a corporate ID or a generic trader ID (or a Freelancer ID and don't spend about half your time in the Omicrons) you do not use jumpholes unless you are threatened by certain, painful death, in which case you *might* try your luck. That means you can *occasionally* RUN into jumpholes, but under normal circumstances you should steer clear of them. If you go through and come out on the other side, you regard it as a miracle, possibly report it to Ageira, and use it as a story to share at the bar. Not do it again, for one thing insurance doesn't cover you if you go through jumpholes (thank you Ageira for the flowers, by the way) and any responsible company would fire you for risking their merchandise if they found out. And they would, since your ship (as it belongs to them) has a tracking beacon on it.
Smugglers are a bit more iffy, they are more likely to know that jumpholes are safe but if they blab about that they will quietly disappear to keep up the most convenient charade mutually kept up by the corporations, the militaries, and the unlawful groups. Any one of them would be more than happy to take care of a loud-mouth threatening their credibility or safety, and a single smuggler can't possibly fend them off with nowhere to run. Such a smuggler that would run through jumpholes certainly wouldn't run legal goods unless they ran it to escape tariffs (a relatively unexplored RP opportunity) and in such an event they would use the less common jumpholes that get you into a house, and due to the nature of their goods would likely steer clear of the intra-house jumpholes that are infested with pirates that could easily take away the profit increase granted by having no tariffs levied.

TL;DR
If you carry a civilian-type ID (that means Civilian, Trader, or Corporate) don't use jumpholes. If you carry a military-type ID, Zoner ID, or Smuggler ID, be quiet about using jumpholes when and if you do. If you carry an unlawful ID go right ahead and use them but don't mention it to anyone not a part of your organization.
