But, I understand it like that:

Kusari gets angered by Liberty for some reason, and stops trading H-Fuel, right? Which means less foregin traders in Liberty, right? One of Xeno goals is to drive foreginers out of Liberty, so embargo will even help Xenos... somehow. Also, if there will be any H-Fuel embargo it may, with Lib-Rhein war stopping any trade, cause Xenos to move closer to California, Magellan and Gallic front. Which will make occasions for Xeno-Gallic RP! YAY!

Xenos are Pro Liberty.
If Liberty gets wrecked because of Hfuel Shortage, the Xenos do not have a Liberty to be Pro for.

While I don't exactly see GMG combat ships directly escorting attempts to smuggle across the embargo, we have been known to subsidize various portions of the operations in order to help keep prices from skyrocketing over there with the long term view of keeping the most fuel hungry house as customers. Essentially making new temporary distribution contracts with smugglers during the time our so called Kishiro partner is once again not performing it's end of the bargain. Our goals and mandates, to us, supercedes any one house anyways. Those goals are to be the sole provider of H-fuel to all the Houses in Sirius. Poke those who are now running GMG|, they got a couple bases to play and adjust with concerning prices and permissions which can be repurposed for this exact kind of thing if willing to put the time in.

We will see to it that anyone caught violating the Kusari Blockade will be dealt with. Harshly.

Hogosha and KSP forces will need to be mobilized and use whatever resources they see fit to secure Kusari Territory.

Capital punishment will be discretionary. Smugglers should expect no mercy and no quarter.
