Minister Arata-sama, the Ministry of Defense has faith that the intentions of the Board of Admiralty were in the best interests of the Republic of Kusari, the individuals of this board take their duty of protection of the Republic as their highest calling and would not do anything to jeapordise Kusari with their decisions.

Both the taskforces of Rheinland and Gallia were mainly consisting of heavy assets needed to break the initial defense systems of the installation and were not sufficient to mount any kind of sustained assault on any hardened Kusari asset.
It is important to note that these forces did the job asked of them by our Admirals and left as soon as it was requested of them.
At all times were they under the auspices and surveillance of our own forces and while in a worst case scenario may of proven difficult to remove, their removal would of been guaranteed.
Of course it did not come to this as the Admiralty had already taken precautions to assure exactly that.

Having said this I understand the Ministers concerns but must also cite that this incident happened while this parliament was in “caretaker mode” between terms of office and under such conditions are severely limited in our roles and powers as part of the check and balance system designed to ensure controlled transitions of government.
While parliament was limited at this time, I am thankful to say that the brave men and women of our defense force are under no such limitation and are fit to defend our borders at all times.
So while I may not agree with how actions were carried out, I do stand by them.

If situations such as this were to be covered in future, we must work together to draft regulations on proper procedures for our defense and law enforcement organisations during transitions of government, but such measures must be clearly thought out and not designed to limit their capabilities in ensuring our safety.

Councillor Arata-san's motion for a Government run Criminal Database is a stable choice for the Kusari Republic, hence the KRP has decided to get behind this motion and lend our support to it's creation.
The thing this nation needs more than anything right now is stability and order so that the citizens of Kusari may know that their safety is our first priority and business can invest with confidence in our economy.
These laws must contain a steady balance between focus on streamlining the criminal code, protecting the ability of our law enforcement to do their job and cutting red tape to enable business to flourish within our great state.

As a next step in this direction the Kusari Reformation Party is putting forward a new draft of the Kusari Legal Codex that ensures just these points.
This new draft shall have amendments to cover loopholes that the previous Codex contained through some measure of oversight as well as adding some minor changes to promote better business opportunities for those that wish to seek them within Kusari and reflect the new environment we face while trying to govern.

As such we now put forward out motion for Amended Kusari Legal Codex.

We appreciate the support given by our colleagues of the Kusari Reformation Party in endorsing the renovation of the Kusari Criminal Database.

We also pay attention to the motion put forward by the same KRP regarding a review and amendment of the main Kusari Law Codex. The bench of the DPK feels that such change is necessary since a long period has passed since the last review by the Parliament has been performed.

The DPK support the motion to review the Kusari Codex, and look forward to the proposals by the KRP regarding it's changes.

We here at the N-KA support this motion for the amanded legal codex. The party congress still haves some suggestions regarding this motion.


1.3: The following areas are considered Kusari Zones of Influence:


We'd like to add the following systems: Tau-44, Tau-37 and Tau-65.
As these systems directly border our territories we'd like to have some patrols in these area's. Ofcource some agreements will need to be made with the local authorities (GRN and IMG).

4.1 illegal cargo:

A raise in fines for contraband is desperately needed, the amount of confiscated cargo is rising at an expansive rate.


We're happy to see that the KRP has proposed these changes. Altough i ask the other members of Parliament to consider these proposed extra changes.

My esteemed Councillors.
This amended Codex is being put forward as a bill and all amendments have been made.
While I can understand that each party would like to have input into new additions for the codex, I must also point out that this would entail countless hours of debate which might stop this amendment from ever seeing the light of day.

Our Defense Forces are working day and night to keep us safe with an outdated Codex that hampers their ability to carry out their duties to the best of their abilities, a duty that is there purely for our sake.
We owe it to them to make sure they have the best tools at their disposal and the most important is a body of law to operate from.

The KRP is willing to work with our colleagues on future additions and amendments on the Codex as you see fit.
The law is a constantly evolving thing that must always have an eye on the future.
As such for any other amendments you will find the KRP willing and open for discussion and bilateral commitment on any issue that is to the benefit of Kusari.

For now though and considering this motion, we ask that we move forward to voting and implementing this bill so that our brave defenders may know that we support their role and stand behind them as committed defenders of Kusari

I would certainly agree to put this codex update up to vote. I am, however, unsure about the matter of additional Tau Systems being included. While they are certainly meant for Kusari, before we address that I feel we should address the situation in Tau-29.

After we settle the matters of the criminal database and codex updates, I suggest we open discussions on the topic of education. I know the school system on Planet Kurile could use additional funding, and I have heard similar reports from our other Planets. I suggest we establish a task force to determine exactly how to best budget and fund our schools to ensure the future of our great nation.


With that, he retook his seat.

Daichi Hashimoto, Minister of Mining and Industry, was sitting down in his seat carefully listening to other Ministers and Counselors expressing their views about amending Kusari Legal Codex. He pressed the the green button on the console in front of him and applied for expressing his statement. After a few minutes have passed time for statement has come.

*Daichi Hashimoto stood up and slowly walked to the rostrum, turned on the microphone and started talking*

Esteemed counselors of the Kusari Republic Parliament,

Due to the ever present evil that criminals, pirates and enemies of Republic represent in our Great House of Kusari I fully support the creation of Government run Criminal Database, one which would properly punish all those infracting and breaching the Kusari Law. Amending Kusari Legal Codex is thus highly needed in order to give our defenders of Kusari Naval Forces and Kusari State Police more ability to carry out their duties.

The voting and implementing of this bill should be done as soon as possible. I also support that we proceed with it.

The N-KA motion [Impose an Embargo on the House of Liberty] has not acquired enough endorsements during the stipulated period and has been dropped.

The KRP motion [Form a Parliamentary Evaluation Committee for Assessment of Threats] has not gathered enough support, and has been dropped.

The KRP motion [Summon Kempeitai Director to provide statements to the Parliament] has not gathered the required support, and has also been dropped.

N-KA proposal [Nationalize GMG controlled space] has failed to gather the required endorsements, and the proposal has not been raised up for deliberation.

DPK proposal [Creation of a new State Criminal Database] has acquired enough endorsements during the required time, and will proceed to the next phase of deliberation.

KRP motion [Ammend Kusari Legal Codex] has attained the endorsements required to proceed to next phase of deliberation.

Konnichiwa fellow ministers of the Kusarian parliament

Our economical relationships with the Federal Republic of Rheinland are one of the most powerfull in sirius. Our trade with Rheinland is good for almost 23.25% of the Gross Domestic Product. Rheinland has got as well a larger sales market. Ofcource this economical appearance applies for Rheinland as well. Our trade with Rheinland is good for 17.65% of their Gross Domestic Product. To summarize: Our trade relations are very important for both economies.

To make sure that these relationships keep standing or even improve we have the following suggestion. The
N-KA
proposes one base exchange with the Federal Republic of Rheinland. For example we let Kishiro exchange one base with Daumann. Ofcource as this project is only in initial phase we'd like to keep it to one base and evaluate the situation closely.

This proposal would not only improve the relationships with the Federal Republic of Rheinland, it would aslo generate more profit for as well Kusarian as Rheinland corporations. This would as well show the rest of Sirius that the Rheinland-Kusari alliance is stronger then ever before.

The extra profit that would be generated could be used for further expansion in this project, to build new stations to increase the level of economical activity between our shared borders.


Motion moved forward: Base exchange program with the Federal Republic of Rheinland.

My dear colleague Hatoyama-shi, while we are glad to hear these numbers and your opinion regarding Rheinland economic importance to Kusari, it still comes as a surprise to us this sort of proposal you have presented to the Assembly.
While currently Rheinland corporations have been able to conduct their business under the good installations of Narita or in offices on the surface of Kusari planets, and also have the ability to establish and register their own space based installations according to Kusari Regulations, the need of exchanging longstanding private or public bases with a foreign house is unheard of.
I believe there have been no requests coming from Kishiro, Samura or any other Kusarian corporation about surrendering centenary estates of Kusari ingenuity to Rheinlandic interests for the "benefit" of the same corporations. Nor there was any news of Daumann or ALG expressing interest on purchasing a Kusari installation that would require the Kusari Parliament consideration or approval.
While I believe that the  Republic of Kusari has the invested powers to veto any transaction that could jeopardize the Republic security, I doubt those powers extend to forcibly remove a Kusari corporations ownership of a space base to just hand it to a foreign one, even more on a "experimental basis".
Unless you are referring to Kusari civilian and state owned bases, which serve several purposes, from Narita and its role of providing a civilian node for foreign imports and exports, to the Kusari State Police stations, which are essential in monitoring our borders and provide security to the lives of the millions of Kusarians and foreigners who travel through our house space.
The Democratic Party of Kusari requests Hatoyama-shi and the New Kusari-Alliance party he represents to present to this Assembly the concrete proposals they intend to employ, the associated interest of Kusari or Rheinland Corporations, and the official stance of the Rheinland Government regarding this exchange, should there be any already published.
Until this conditions are met, we cannot see reason to support moving forward with this motion.
