The Crimson Council has noted the lack of activity from our brethren on Corsica; many there seem to be more interested in internal matters than outward ones, leaving the Cross and the rest of Malta's Independent Famiglie to handle the rest of the Homeworld's issues.

Due to such internal matters, we have spent little in terms of resources or people in Liberty and do not maintain open channels there save for this one, and those with our buyers and distributors, as well as a number of Junkers in the area. This however seems to not have been enough to let anything more than a basic notice make it's way to Malta concerning the dispersion of our brethren from Padua.

The Blood Dragons: "Nearsighted" is all we have to say when it comes to any possibility of an allegiance with these pests. This treaty is rooted in the Cardamine trade, something they openly are against and maintain a stance of hostility when confronted on the issue. To involve them in any capacity would be a grave error. The Council heavily advises against getting them involved.

The Bloodrose Syndicate; a group that have several delusions about themselves and the size of their "empire", do have redeeming qualities in their usefulness. Though several of their leadership tend to butt heads with some other diplomatically friendly contacts, they may yet prove themselves useful. Though hesitant, we do advise approaching them, at the very least to see if they are interested.

The Sisterhood of Dreams: Inquisitor Espinosa reports a great degree of potential in this group, and the Chrysanthemums as a whole. This leaves many to question why there was no invitation to them to be involved with the Treaty in the first place. Dedicated, trustworthy, and devote even in their cause, and it is the opinion of the Council that they would exhibit the same qualities with our united front.

Should it be the desires of the rest of the Treaty's leadership, The Crimson Council can reach out to the former two groups should a consensus be reached upon invitations.

Dear allies and friends,

I am terribly sorry that I did not make myself clear. In my plans Blood Dragons were never members of this alliance. Due to Leiden strategic position near Shikoku jumphole and our close relations with the Golden Chrysanthemums we have always maintained strong foothold in Kusari. Through Golden Chrysanthemums we managed to reach the Blood Dragons and thanks to many years of well thought choices and careful planning - we earned their neutrality - so that our Cardamine transports are safer in Kusari. Blood Dragons are pragmatic enough to tolerate Cardamine operations performed by their closest allies - The Golden Chrysanthemums. Through slowly gaining their trust we managed to make them extend this pragmatic approach to us as well and tolerate our minor presence in Kusari. I do not believe that anything more than tolerance can be gained with regard to the Blood Dragons. I asked you about your recent intelligence on the movement, just to know, if there was a major outbreak of hostility which could make things harder for us to formalize Golden Chrysanthemums participation in the treaty.

As for groups like Bloodrose Syndicate we have close to no knowledge about the group, their goals and agenda as well as mentality. I expect them to be eager to express and underline very strongly their independence. I will try to gather more intelligence on the group leadership using some more sophisticated techniques before approaching them directly.

I will soon meet with Hatsuyume Hana Ken and this should give me additional perspective on the Sisterhood of Dreams, but I would really like to hear from the Liberty Rogues about their take on the discussed issues.

Fine, fine. To be frank, I keeping my boys busy wolfing through what is left of Moka's old territory to see if there is something worth repossessing there. Quite a bit, actually.

I was pleasantly surprised to see that the Chrysanthemums have indeed established a nice little base not far from the connection between Shikoku and Galileo. I am also happy to see that the base is not used a lot- an easy thing to fix. I have already moved many of our ships there and will be operating in Shikoku for a while, now that core Liberty systems are a mess again with a new influx of undesirables.

Come to think of it, I personally contacted them about it, stating my intentions. What I got back from the new Sisterhood was some sort of wannabe tough talk and a little show for the camera, as well as a wave of useless assurances that they are going to increase the cardamine flow towards our side as well. I am not impressed.

After telling them that we are going to make sure of that with or without their presence and parting ways, we ended up having to save them a few days later in Shikoku anyway.



If you really want my two cents, here's some. Those girls might be better trained and armed than most of my boys in Liberty, but I do not think their little group can handle any loss they will eventually suffer at the hands of the current forces in Kusari. The new Sisterhood of theirs, or whatever it is called again, is simply too small of a movement within the Chrysanthemum hierarchy, as far as I can see.

I would suggest we wait and see if they are still around in a month, before we bring them in on our current projects. Help them if they are worth the expenses and mold them to our liking, so that once they are ready to join us, they are ready for it and useful.


As for this new Maltese group, I will need to withhold my judgement until I get a bit more information from my boys back in Liberty. All I can say is that they are very active in the area and tend to, quote, keep an eye on things, whatever it might be.
So far, they have attracted the attention of the local forces enough for them to elevate their status from ''whatever'' to ''decoys'' in my eyes. That might change in the future.

Following the dissolution of the main factions within the Liberty Rogues, and the refusal of the new administration of the Ghosts of Razgriz to meet the obligations stemming out of this Treaty, there are some statements which I would like to make on behalf of the Lane Hackers.

Firstly, as a professional organization, it is obvious that our commitment to this official Treaty remains strong and unchanged. If by withdrawing from this Treaty, the 101st feels for example that they can conduct operations falling under 4.5.2 clause, then we reserve the right to use the clauses 6.1 and 6.3 should it be felt necessary by the Lane Hacker operatives on the spot.

Furthermore, we believe that this Alliance needs to be rejuvenated, to have more organizations following its clauses, something which was envisioned first by Professor Nicole Hunter. Therefore I would like to propose that we invite the Sisterhood of Dreams into the Orange Alliance. As you may well know, the Golden Chrysanthemums are all of them cardamine users, strong allies to the Lane Hackers and the Outcasts and their official body has been around long enough which ensures the organization's stability. We understand that the relations between the Liberty Rogues and the Sisterhood are not stellar, but considering the expected absence of an organized and stable body within the Liberty Rogues at least for the next few months, we believe that this is not going to be a problem.

As before, further extension of the treaty to our kin in Kusari is not only advised, but also encouraged. The Sisterhood of Dreams maintains itself a decent following amongst the hearts and minds of Kusari's youth and, if rumors are to be believed, recently dealt a series of major blows against the Kusari Republican regime in an outright slaughter. Such a feat should not be taken lightly, and would do much to show the strength of their resolve. Such attributes have been lacking in the now-defunct membership of the lost member-groups of the Treaty, likely contributing to their demise. Their inclusion would be a welcome addition.

As for the 101st specifically; ordinarily we would be opposed to assault on any Maltese-based entity and it's members, but given these new "Ghost's" propensity to cause problems for the sake of mere disruption with lack of any logical basis or intelligent reasoning, the Lane Hackers can rest assured that, should any incident crop up in such a way as you have described it, Malta will take no action against your operatives or associate defending party. Your claims are your own, and they are to be respected. Failure to adhere to them is failure to recognize one of Sirius's most well-connected group's capabilities. Proceed in such situations as you will, you shall have our backing and support.

Following the Sisterhood of Dream's positive reply to our invitation in joining the Alliance and signing the Orange Treaty, we have prepared a draft which we would like to present to the Crimson Cross and the Sisterhood. If you have any concerns or require clarifications please let us know.

Obviously this draft is endorsed and signed by the Lane Hackers in order to go immediately in effect, replacing the current Treaty.

The Lane Hackers • The Golden Chrysanthemums • The Outcasts


Section 1: The Treaty


1.1. In order to strengthen the alliance between Lane Hackers, Golden Chrysanthemums and Outcasts and to secure the Cardamine market the following treaty regulating, among others, general rules concerning the duties and responsibilities of allied groups, the division of zones of influence and mechanisms for enforcing the treaty and resolving conflicts is signed by all entities officially representing the allied factions.

1.2. All future changes of the treaty require agreement of all entities officially representing the allied factions.



Section 2: General Resolutions


2.1. Members of the alliance will provide each other with strategic, tactical and intelligence assistance whenever possible and applicable.

2.2. Signed parties are encouraged to issue preferential trade contracts between each other for the purpose of strengthening their economic ties.

2.3. All Cardamine smugglers are under protection of the Alliance and should not be obstructed in any way, unless belonging to hostile factions. Members of the Alliance will provide them with assistance whenever possible and applicable.

2.4. Members of the Alliance will respect and enforce all resolutions of the treaty.

2.5. Entities officially representing allied factions will use their influence to improve enforcement of the treaty among independent groups and individuals.



Section 3: Base Access


3.1. Members of the alliance are granted access to all bases of their respective allies with the following exceptions:

3.1.1. Access to Outcast bases in Omicron-85, namely Bastia Outpost, Corsica Outer Sanctum and Dreadnought Captana is restricted for Lane Hackers and Golden Chrysanthemums.

3.1.2. Access to component bases is granted through individual agreements with the respective base operators.

3.2. Members of the alliance are allowed to use bases of their respective allies for the purpose of ship repairs and rearming, as a staging ground for regular operations and to seek shelter from pursuing hostile forces.

3.2.1. Using Lane Hacker bases for operations against the Hogosha is forbidden.

3.2.2. Using Golden Chrysanthemum bases for operations against the Gas Miners Guild is forbidden.

3.3. Members of the alliance are allowed to use bases of their respective allies for the purpose of ships, equipment and commodities purchase and sales with the following limitation:

3.3.1. No faction specific weapons or ships will be purchased without prior agreement.



Section 4: Zones of Control


4.1. Liberty and Independent Worlds are considered Lane Hacker controlled space. Kusari and Okinawa is considered Golden Chrysanthemum controlled space. Omicron Alpha, Omicron Beta, Omicron-80, Omicron-81 and Omicron-85 are considered Outcast home space.

4.2. Omicron, Sigma and Tau regions are considered Outcast contested space.

4.3 Of the aforementioned systems, the following ones have a joint status:

4.3.1 Galileo and Kepler star systems are considered as a joint Lane Hacker and Golden Chrysanthemum controlled space.

4.3.2. Sigma-13, Sigma-19, Tau-29 star systems are considered as a joint Golden Chrysanthemum and Outcast contested space.

4.4. Members of the alliance are granted full access to whole space claimed by their respective allies with the following exception:

4.4.1. Access to Omicron-85 is restricted for Lane Hackers and Golden Chrysanthemums.

4.5. Members of the alliance are granted freedom of operations within space of their respective allies with the following exceptions:

4.5.1. Lane Hackers and Golden Chrysanthemums are not allowed to bring vessels of cruiser class or heavier to Outcast home space.

4.5.2. Outcasts are not allowed to conduct piracy within Lane Hacker and Golden Chrysanthemum controlled space. Outcast organizations which have signed this Treaty are allowed.

4.5.3. Outcasts are not allowed to bring vessels of cruiser class or heavier to Lane Hacker and Golden Chrysanthemum controlled space.



Section 5: Conflicts of Interests


5.1. While operating in space claimed by their respective allies members of the alliance should act in deference to official representatives of the host faction or factions.

5.2. All incidents and disputes arising from conflicts of interests between members of the alliance should be resolved diplomatically.

5.3. If a diplomatic solution cannot be achieved an uninvolved member of the alliance should be chosen to adjudicate and resolve the crisis.



Section 6: Treaty Enforcement


6.1. The burden of enforcement of the treaty lies primarily on the aggrieved members of the alliance. Use of any means necessary including lethal force is allowed.

6.2. Entities officially representing the faction take no direct responsibility for actions of independent groups and individuals.

6.3. Serious or repeated breaches of the treaty might lead to severe sanctions including but not limited to financial reparations, penal assignments, removal of docking permissions or, in extreme cases, complete banishment.



Section 7: Restriction Exemptions


7.1. Restrictions to base access, system access and freedom of operations can be lifted under one of the following conditions:

7.1.1. Allied vessel is accompanied by official representative of the host faction.

7.1.2. Special temporary or permanent agreement was made with the host faction or factions.

7.2. An agreement covering restriction exemption must be approved by all entities representing the host faction or factions.

Konbanwa. I, the current Hatsuyume of the Sisterhood of Dreams, bring word from the Child Empress.

The Sisterhood has reviewed the communications between the Sisterhood and the Lane Hackers, as well as the treaty itself.

The Empress has found the draft acceptable and agreed that it will bring much benefit for all of our organizations, and would contribute towards the spreading of the Orange Dream. She hopes that it will better our relations with our neighbours and allies, so that we may achieve greater goals and a brighter future to Kusari.

The Sisterhood hopes that this will pave the way to more advanced cooperation between our organization, the Lane Hackers and the Maltese.


The Child Empress shall sign this treaty.

With deep regret I would like to announce that the Crimson Cross was dissolved, its Alliance membership annuled and its representatives are no longer present.

However from the ashes of the old, a new organization has risen, the Maltese National Council. They have already proved their determination, stability, their political prowess and I have no doubt that they will make excellent representatives of the Maltese Nation in our Alliance.

Subsequently, on behalf of the Lane Hackers, I nominate the National Council to join the Orange Alliance.
