1) The original Coalition is not Russian, it's composed of multiple countries with multiple ethnicities, like China, Middle Eastern countries, African countries, etc.
2) Many SCRA recruits come from other Sirius Houses, so they might not speak Russian at all.
3) Maybe the dominant language is not Russian within the SCRA. What if it's Chinese?
