The only victory requirements for the Military is a Primary one with no apparent connection to this win condition. In the interest of official participation, full context is necessary. It's to prevent spoilers as to who/what that would mean, due to the unexpected elements of the event. Things will be clarified ingame via console roleplay text and ingame event rule changes. Leaders are being briefed appropriately to ensure that we know how to handle each situation and I'm pounding out the nuance of it with the devs involved, so it'll remain enjoyable.
