Kusari would take control over the taus (at least for the lawful part of them), they would take over leeds, but they wouldn't turn the whole Bretonia into Kusari. Puppet goverment.
Assuming that after a long war, the Bretonian civilaian government does surrender...
Kusari would install a puppet government similar to that in Manchuko (Manchuria). In the meantime, the underground of loyalists would be doing everything they could to make life miserable both in and behind the lines.
Presuming that Liberty and Rheinland were still at war, I would see some peace treaty negotiations starting QUITE quickly, because of the sheer amount of resources that would be represented by Kusari - there would be fears of an attempted Sirius wide domination by Kusari. So I could see some thrilling diplomatic negotiations about then.
In the meantime, the Mollies would REALLY be pushing for independence, and quite probably working WITH the remnants of the BAF and BPA that refused to surrender to keep operating in Dublin. Also Gallia is the monkey wrench in the works.
You'd have the Outcasts and the GC putting intense pressure on behind the lines in Kusari space, and I could also see the BHG becoming 'concerned' because the house that doesn't allow them to operate has just cut off 1/3 of their basic income. And of course, you've also got one of the BHG stations in what would be annexed space.
Eventually what would happen is that I see a three pronged attack - the BHG and Zoners working together from Omega 3, the BAF and MR working together from Dublin, and the Gallia factions coming in the back door, causing an overthrow of the puppet government and the downfall of the Kusari political structure.
If Kusari won, they would keep the Taus and install a puppet government. Why? Because controlling Bretonia with force supplied from the KNF would eventually get too costly to do.
Eventually the Kusari populace will begin to wonder why so many resources are being put into a land that isn't their home, while piracy begins to rise from waning KNF forces to combat the Blood Dragons at home. The Hogosha and FA can handle the GC (All of it, seeing that the majority is untrained women), seeing as the Hogosha are trained crime syndicate and the FA is, well, there (I won't lie, most FA aren't well trained, but, we do have people from the KNF and KSP around). The Blood Dragons, though, are a military movement, and they are as deadly as a military. Though the Hogosha are a trained crime syndicate, they are yet lacking in combat abilities. Without a trained military to protect Kusari from another trained military, the Police and quasi-peacekeepers will eventually buckle. Furthermore, the Blood Dragons will enjoy an increase in recruitment, seeing as how the populace will begin to look at the government with dismay, not enjoying the rise in crime by the Blood Dragons and GC because of the waning police force.
So, because Kusari is smart enough to see that, puppet government will suffice.
EDIT: Also, where did everyone get the idea that the BPA would go with the BAF and fight a revolution? Anyone who wants to fight for their country goes with the BAF, anyone who wants to try and keep the peace in the country stays in the BPA and cooperates. The BPA isn't a military organization, even now, and it wouldn't partake in military things like that with the BAF. There would be those that go to fight, and those that stay and try and keep things together.

It seems the people of Sirius never read their history books, as they're repeating one of the bloodiest wars in history.
Honestly, I can't see either of the wars ever being won. It's the way games work. You can save a few lives along the way, but the final boss will still be the same. You can't remove Bretonia, because you'll upset the players.
I could see Kusari annexing Tau-29, -31, and Leeds, renaming them all. Bretonia would be cramped into a smaller section of space. Kusari would likely be in control of the Bretonian government, as stated in the puppet theory, heavy taxes would be placed upon the Bretonian people, causing a mass rebellion in which Bretonia reclaims Leeds, Tau-29, and -31 and forces the same thing onto Kusari until they finally give up, sign a peace treaty, and watch Liberty and Rheinland fight their childish war.

- Federation of Bretonia and Kusari is going into war with shared enemy (OC, Galia?) under same flag. KNF and BAF are acting like one army with same chain of leading... this war is fake, goal is make Bretonians proud on federation.
- KNF and BAF doesnt exists anymore, now it is FA (Federation army)
- KSP and BPA are integrated into one
after first 200 years:
- all bretonian blood in "Bretonian" monarchy is gone... new title of Kusarian emperor include Bretonia
- Federation army was renamed to IA (Imperial army) and given under formal control of emperor like in curent Kusari.
- govermets of Kusari and Bretonia were disbanded and replaced by one central goverment
- federation was canceled, both subjects are now one empire. New name from political reasons doesnt contain words Kusari or Bretonia.
- citizens of both nations are rised as members of one new nation... there are no Kusarians or Bretonians anymore

thats why my analysis take more than 200 yeras... ppl must forget they ever been in war and that need time. For example Britons vs Saxons vs Anglons, later vs Normans... but now... one happy nation:)
ex-Romans vs Vizigots vs Franks vs Byzantines... again deathmatch and result today? Italians:)
