Those examples have, and always will be, allowed.
And this is the sort of clarification I was hoping for. I wonder if under rules or even under guides there's a Cloak guide of do's and don'ts? one that people can refer to should they wish to do any cloaked shenanigans.

We've already been looking into possible solutions to this cloaking issue. Depending on what works and what doesn't, this might be the next best thing to do.
So re-reading the sanction post i linked in my OP. When the Cloaked ship saw Phoenix and Noth Talking in system chat and took screenshots/logs. Is that okay to do?
I think it would be good to boil down the rationale behind why the warning was issued:
The players in question were forcing substantial roleplay consequences on a group of players that had done everything to maintain a certain identity in a way that did not allow the targetted players to interact and play a role to avoid said consequences, or to even know that an interaction was being taken place (powergaming). This was accomplished by one of the warned players being in a place that they should not have been to use knowledge that they should not have (metagaming) in order to screenshot and gather 'evidence.'
The factors that led to the decision was that metagaming and powergaming were used to fundamentally change the nature of a player group that requires being undercover to exist as it is in a way that is unfair (providing no counterplay short of somehow knowing that a cloaked ship was camping and taking screenshots).
Don't do that, with or without a cloak. Theoretically, if the timing was good, someone could just F1 in a location and log back in to catch someone just as they are docking - and that wouldn't be allowed either.

If you're choosing to have a roleplay interaction in a public location in a public chat, with or without a cloak, I'd say that's completely fair game that anyone that sees it can join in the interaction
