If you see any Lane Hacker ID'd capitals who are staying in Omicron Alpha for extended periods of time, please send them home. Because I can't see many reasons why a Lane Hacker shuold be in Omicron Alpha, unless he/she is actually roleplaying something, perhaps research-wise, don't know.
But Lane Hackers "hanging out" or "messing around" in Omicron Alpha for no good reason and for long periods of time are not right, in my opinion.
Oh you mean like Dark_Intent in his hacker cruiser? I know exactly what you mean. His presence annoyed me I must say. He fired weaps at Malta, docked without permission, station idled and seemed only capable of repeating "any outcasts wanna raid gamma?"
I did report his actions to an official faction member online in system but I forget who now. Nothing was done however, I had repeatedly asked him to undock too.
On the flip side though, when the corsairs jumped in and engaged MNS-Vega.Nogora at the Eta jumphole, Dark_Intent was second only to myself in arriving in response to Vegas request for reinforcment, and I thank him for that.
There is another Hacker in a dessie who regularly hangs about Malta but I dont recall the name.

That's kind of difficult to write into the laws in a way that makes sense given that we are allies, but I know I'll be sending them home. I'll probably just make up some distress call that I picked up from Liberty (if it's a Hacker in Alpha, they're not gonna reason through how I did that:P) if I have to give them a reason to leave.
EDIT: Laws posted, registry up-to-date, references available. Links in my sig.

After reading through this post, I see some good idea's & some good points.
Although I haven't been on much this past month due to health issues & a family event, I'm trying to get back into the mix as much as I can. For those who have no idea who I am in OC land.. Im the leader of {SOB}/[BLS] & also a Don on the Council of Dons.
As I read through this thread, the one thing I noticed is we do need a more uniformed way of communicating & a better way to pass along information & such.
Therefore, SOB will be donating space on it's forums & website to ALL outcast to use.
The website is http://www.sob-fl.com
If you have suggestions on what threads need to be added PM me & if appropriate, I will gladly ad them.
I am also willing to make separate forum threads for smaller factions & groups as needed & will grant mod access to the leaders of said groups for their use.
I will be giving access to all of the Dons & factions leaders as well.
If you have suggestions put them here or PM me & we'll get them added in.

Now.. Why are the Corsairs still breathing??
Nice post obnoxious thanks for jumping in here. The offer of the forum use is most generous and I hope we can get people to take you up on it. I'll sign up tomorrow as I have had just about enough staring at forums today. I havn't read this much text in almost 25 yrs (back when exams were real exams;)) and my eyes are rebelling.
I'm hoping this thread will herald a new era of organisation and cooperation in outcast space. It seems to me that everyone has been thinking much the same thing but it just took 1 person to come out and say it. I look forward to working with all the faction and indie players who have expressed interest in this topic and others pertaining to it.

I don't like the idea of the outcasts coming together as one central foundation. Do you know how much power they could wield? I think they would cease to become Outcasts and end up as a Major Power in the galaxy. They are a fundamental pirate faction aren't they?
I like how they have multiple faction leaders and they don't all answer to one person or have a constant driving force behind them all pushing to an objective. The outcasts would rule.
From a power aspect Woot for outcasts.
For any other freelancer out there... uh oh.
Take my love, take my land
Take me where I cannot stand
I don't care, I'm still free
You can't take the sky from me
Take me out to the black
Tell 'em I ain't comin' back
Burn the land and boil the sea
You can't take the sky from me
There's no place I can be
Since I found serenity
But you can't take the sky from me
The freelancers who work with us have had more problems with us being a disorganized wreck - just ask Saxophile. When things get more orderly, they are treated as they should be.
And the ones who are taking jobs against us should fear us. Would you harass Lane Hacker smugglers and expect the Hackers to leave you alone? No? Then why should we leave you alone if you shoot us?
It's not like mod development is based on PVP events (outside of that one in Okinawa anyway), so I don't really see a problem...
Also, the faction leaders have been more-or-less cooperating for a long time now. That Council of Dons I keep mentioning has existed for quite a while, you know.

Actually the outcasts are more than just a pirate faction, we are the prime suppliers of cardamine in the sirius sector and we take any and all steps to keep that supply going. It is in all the outcasts best interests to do so. It is good business, pure and simple.
Secondly the outcasts ARE an organised faction. I believe there has always been a recognised Maltese Navy and all factions answer directly to the council of Dons, the outcast equivalent of a recognised government.
This sort of proves my point about the lack of knowledge flying around about the outcasts. The fact that many people consider us just a 'pirate facton' is partly responsible for some of the problems we have been having.
EDIT: Can I also point out that contrary to popular belief, we do not indiscriminately destroy any and every vessel that enters outcast space. We are usually welcoming to visitors who are not hostile and do not make a nuisance of themselves. Outside our home systems you will find outcast pirates doing just that, but it does not do to crap in your own backyard, as they say.
