You have great numbers. Yes. But I suggest to prefer quality standarts.
Well perhaps recruiting some new guys who are not good at rp is a good idea, but never accept to much of them, becouse it's hard to watch who is doing what. And how they are improving.
After visit the Bastille, and get out alive (thanks to the A.D.M.I.N.S.) i decide leave the HAF, and get a job in Crete. That Experience was horrible, and that extrage system with no planets make me a madman. i Cont fly a ship again. My life turn into a nightmare... Sorry Hispanian Brothers, but i only want peace and silence in my head now.
Well i fought several battles with them on my EA| char, they are not the best Rp-ers or pvp-ers but they really enjoy the game and are willing to improve. I like that.
Suggestions...maybe i have some for you, but this is only my opinion:
1. Caps: I really advices selling those caps, or most of them, they only get pwnd again and again, keep only the Hispania and the osiris others should go, being the armed forces doesn't mean that every single member must have a cruiser or bigger. You decreased the numbers but i still ran into a lot of caps of yours. Buy a dozen of fighters, and bombers, and only bring out the BS or the Osiris in an Epic battle, not like "look there is an EA bomber bring out the capships amigos"
2. Talking about fighters, some of your fighters are really talented, but lack of traning. How about focusing on fighter battles? I mean make a weekly pvp traning for HAF, if you lack of good fighters, maybe ask oneof the experienced players in gamma (maybe some |Sails they are a quite a challange // i know that some of the Sails ummm dont really like you, but i think they would help you//) to help you with some advices, tactics ect... Train for mass fights, 1on1-s, organise some deathmatches, and you could use keep maybe 1 gunboat and 1 cruiser to train your bombers.
Speaking of talented players, i would really have extra eye on HAF-M-Miss... I pvp-d with her sometimes and i say she really could become a real good pvp-er if she would train more, but her lack of traning will only get her name in a blue message ( infornt). // ( i hate it that i can never wirte my RP in combat, i can't type in a pvp, i already wanted to write 1000 times after she got on fire: "Now Missy is REALLY hot D:) And She is a real nice person , she always make me laugh^^ //
3. There are still members who can't speak basic english ( "Engaging BH", and "EA scum" is unfortunately not enaugh".). encourage them to learn some english, i dont say they should Rp with me for an hour (omg) But some basic conversation before a fight would be nice ( // maybe i'm a bounty hunter but i got feelings aswell and need someone to talk with rofl D://)
I know you heard this a 100 times now but let me be the 101st person that tells you this, because these seem like minor thing, but keeping yourself to these advices ( not only mine, others are important aswell) could make HAF to one of the best clans on the server (// not joking, dont laugh rofl//)
And please no insults on EA| like "whoa pvpwhores, we iz gonna keel ya D:<" We already working on our RP story aswell, and will post it on the forums soon, (not for requesting to be official, just to let people know, that we exist too and we are not pvpwhores, and we DO have an RP story)

Sorry gentlemen, but no I don't like the idea of you becoming official.
I've still seen nothing but oorp in system chat and overkill with Legates. The other day you had three of them attacking a small group of Outcast fighters. I was embarrassed to say the least.
I'm not going to post shots of it unless asked, but I also have all kinds of shots of your people posting all kinds of OORP nonsense in system chat. Enough to cause quite a few sanctions among your pilots.
In my opinion, until you improve, a lot more than you already have, I don't think you're official faction material.
i know you have good people in your faction, but i also know that you have members that can speak english about as good as i can speak french (and trust me - i can't at all) and spam the system chat with messages in spanish. ive seem it several times. these people make the good pilots look bad. they wont be able to roleplay and will shed a bad light on the rest of you.
im also concerned about your recruitment. i remember when i was starting, i had a friend (neighbour) to play with me. we got ourselves corsair cruisers and made some missions. then i went to eat dinner. i was away for about a half an hour and as i returned, he had a HAF-R- tag before his name. and his english wasnt exactly great. how do you recruit people? are there conditions?
Well guys, the HAF is going through a crude and somewhat disorganized, the departure of members and change of leader.
So we are in efforts to reorganize, but you will understand ...... well ... not easy when a lot of disorganization.
We are also in the task of editing the request for other than a wall of text
But i believe that for now this will posponerce until things become normal in the HAF
