I voted Liberty. There's simply so much PvP going on there.

Liberty got like the one quoted beneath, some good fighters..... Tho in liberty all you will meet is lolwut ganking and "OMG ZOME ONE IZ ZHOOTIN, OMG I GOTTA TRY KILL HIM TOO".... You know its true

All have good and not so good pvp'ers.

Some of those players plays on few houses.
So there is no correct answer.

All i can say is; Generally id say the Omnicron/Taus got the best ones, cause theres the most hardcore fighting. In the houses it tends to end with a huge gank; especially liberty, which leads to pilots who are good in packs (when their on the side with the most pilots).....

Ive seen sair vs oc, order vs bhg, cr vs oc..... id say thats the fights you see the most skilled ones.... Both in terms of PVP, teamwork and ugh, well maybe RP isnt the best here. But if you want skillz, then the taus/omnicrons is definetivly one of the places to start looking

Overall, Rheinland has always caused me to die more than Bretonia or Kusari. I am not in Liberty much, but the couple times I have been we've killed several other ships. Same goes for what you have as Hispania - I've seen some good pilots, but at least half seem quite bad. I haven't been in Gallia at all - too many giant clumps of planets.

Corsairs and Outcasts make up house Hispania, and their continued survival is a testament to their superior skill. They've managed to repel the resource-superior Houses, the Bounty Hunters Guild Core, and the Corsairs even hold the Wilde and Nomads at bay.

I'd say that, in order of in-RP pilot skill, things go:
Hispania
Rheinland
Kusari
Bretonia
Liberty
Gallia (they rely on their superior technology, just like France did in World War I.)

If you take by the average, place Bretonia on top, Kusari second, Rheinland third, Gallia then, Hispania fifth, Liberty last (yes yes, LAST).

If you take by the best players, I bet on EVERYWHERE ! The less dangerous guys are all the keepers, wilde and phantom cause they need overbuffed stuff to get our level:P(joke)

If you know what your doing you can take out 3-4 vhf's in nomad lf alone. Tells pretty much.

In-RP I think it should look like this... :
1) Gallia
2) Hispania
3) Rheinland

In-RP;

1.) Hispania
2.) Bretonia
3.) Rheinland

Why? Well for Hispania, they've been in constant war for centuries. Outcasts fight Corsairs. This has resulted in only the best pilots surviving for any length of time. And war only makes those good pilots better.

For Bretonia, it's similar to the two Hispanian factions. They've been at war for a few years now. Given that their opponent has the advantage of sheer numbers and a higher amount of more advanced equipment, they've been only managed to hold on for this long by flying much better than the Kusari pilots. Kusari upgraded its entire fleet, capships, fighters, etc., before the war began. Bretonia, who wasn't expecting a war, was not working on upgrading its navy as thoroughly. Thus, not everyone had the most up-to-date equipment.

Rheinland has a similar situation. They've been in more wars than the other four houses, and have the biggest pirate problem of them as well. (This is in-RP, not player-wise. Liberty pirate factions aren't as bad as the Rheinland pirate factions, nor as numerous.)

Player-wise? Really depends if you're talking about just lawfuls, or unlawfuls and lawfuls. For lawfuls, my experience is that Bretonia and Liberty are about equal in fighter piloting skill. Gallia isn't included in this, as I've not played there yet, so I haven't had a chance to really see them fight. But I'd put Liberty and/or Bretonia up there at the top in terms of lawfuls. For unlawfuls, I'd have to put Kusari has the top. There are some very very good pilots in the older Kusari unlawful factions.
