What about some Junkers who see Zoners as their number one competition?
Throw in a few ex-Zoners turned Junkers, who feel betrayed by Zoner neutrality. Many turncoats are simply people who have been done over as a result of political expediency.
Maybe it could start a trend towards Junkers and Zoners becoming natural enemies? Competing and killing each other for access to the Borderworlds?
i can imagine this going ahead with something much like the xenos, "zoners are taking jobs/trade/wimens away from my house, they must be stopped!"
while it could be worded better, it's believable, and makes sense.
this would mean a clear ZOI though, i cant see a group heading out all across sirius just to shoot up zoners.
however, restricting this faction to a house and areas around it pretty much prevents you from shooting at zoner guard ships, and you're left shooting the occasional BWT, not much of a threat to your house.
targeting zoners - yes
believable RP to target zoner caps - damn difficult, but prove me wrong:)
surely - its easier and more exciting to play "war" than to play "peace". but if someone wishes not to play war - would you want to force him to?
of course, freelancer is a game that focusses on violence - but does that really mean that everyone needs an enemy? is that of such vital importance to actually look for reasons to make it so?
and - by the lore, zoners have plenty of enemies - they are surrounded by them. only, none of them dares to actually strike, cause it may just happen that by doing so - other enemies of zoners move more towards the friendly side of zoners - which means that the one that strikes doesn t only get one enemy but more.
zoners are not neutral cause they are loved. - zoners are neutral cause the alternative is worse - and that is a state for which they are highly disliked....but as i said, any alternative is worse - so you put up with your dislike. zoner politics include keeping that balance of equally shared dislike.

You can proclaim neutrality all you want, if some people have problem with your agenda, they can easily choose to ignore your neutrality claims... And then it's up to you how you choose to counter their aggression.
Quite simple really.
I think all this talk about whether Zoners "need" more enemies is quite useless.
Universe was not created for Zoners' needs. Well, anyone's needs, really.
EDIT: Before anyone accuses me of anything, what I said can be applied to any faction (as I wrote in the last non-edited sentence). I have nothing at all against Zoners as a player.

players are too much themselves than the role they ought to play. - almost no player truely is objective.
First of all, on the Smokeone side of the matter, it has been totally revamped. We are only based in Rheinland now and we don't give two cents about the Zoners unless you come into our turf. Besides, the reason the Smokeone used to attack the Zoners is because they felt that they were aiding the Corsairs which are one of the larger threats against the Red Hessians (our main suppliers). It had alot of sufficient RP behind it, but because of the massive amount of Q_Q from the Zoner side - we, or specifically I, couldn't be bothered to advance on it. A mistake I won't do again, if whining should arise once more.
Secondly, the statement about being "truly objective" goes both-ways here. Just remember that.
My problem has always been this:
If a group is created with the purpose of being "Anti" something, such as Anti-Outcasts or Anti-Liberty Navy. Usually the feedback response is: "Sure, bring it on, I welcome the challenge." (Reference: The Outcast Strays or 522nd.)
Buuuuuuut. The minute a group is proposed or attempted to be established that is against Zoners, then all of a sudden it's against Role-Play lore, logic, hard-coded bla-di-da. Etc.
If someone wants to make a group against Zoners, then they should be allowed, I can't find a server rule which states that groups which are aimed to hurt the Zoner economy/military/whatever is not allowed. So don't come and tell me what I'm and what I'm not allowed to do in this matter.
