The admins have already answered this question. Athenian did it with his announcement.

No where in a, b, or c does it state Gallic civilian tech can leave Gallia. If the admins had intended on Gallia civilian tech leaving Gallia, there would be a line stating so.
It might happen in 4.86, but from what the admins have said, the answer is no.
Ok so let see Gallic Freelancer (there are freelancer in gallia) in His freighter can leave Gallia correct.. He Could have Gallic turrets on his ship right??... Flying around Sirius He could buy different Ship right... now ... Can He keep Gallic turrets on His ship or We look at this like incompatible equipment.

It says he can leave in his freighter. He can travel Sirius trading. If he sells his ship, the equipment goes with it, seeing as no where in the statement does it say you can fly non Gallic ships with Gallic equipment on them. I'll check again, but I'm pretty sure the tech chart still forbids it also.
If the admins wanted Gallic tech outside of Gallia right now, they would have said so in that statement and they would have updated the Tech Chart. Neither have happened. Until they do, the answer is no, as it is against the current rule set.

Yea.. You probably right... But how You think we should look at Gallic Junkers?? they Can use civilian Gallic tech on they junkers Ships... and again is restricted on the tech chart only inside Galia.. so what now?? They should mount non gallic equipment to go trade outside of Galia ??... That will be nonsense!!!

Thats the only condition civilian tech can go outside. Mounted on Gallic ships from Gallic characters.
Dont try to find loopholes, just accept what they say.
