I see no problem with using the player list like the BPA did. The guard systems would be full of weapons platforms with various scanners and what not. If it weren't a guard system, then I'd disagree.

I really don't understand the drama started by a single Civilian IDed CSV with a faction tag - that decided to answer the questions of a certain BPA player in roleplay - just because it's a way to observe the common decencies around here. Putting roleplay consequences for it is lame.
It just reminded me how my [NLH]-tagged level 60 CSV was shot down by the player from one of Molly factions just because he could - while I was going through process of obtaining guard reputation. I find it lame as well.
There is no need to add super-uber-mega scanners and long range satellites to the existing conventionalities of the game. Because on your supper scanner system I answer with my street magic that makes me invisible on your radars. And I use pewfull missles that destroy your battleship patrols, and I have ten hot females in my CSV and you don't.
I use the player list to find people and friends, and before I used it to see who was in Alaska. But then, I went to Alaska, I didn't simply take a screenshot of the list and try to punish folks that way.
To be honest, I see the problem with using the player list in this way to be a stupid advantage. Assuming you have a viable printscreen key, no one can avoid losing to you. This is plainly silly, as things are not fun if there's no chance to lose. I think the BPA here are being incredibly spiteful, a feeling which was only matched by the old RM when they had a policy of making all traffic come to New Berlin for a scan otherwise you'd be declared an outlaw.
As the EDGE however, I would simply reply:
"Your concern is legitimate, and it would appear that there has been a very serious breach of Poole. However, our ship by the same name shows no record of ever having entered protected military space. It would be of great aid to our internal investigation, already underway, to know what the class of ship and its armament was, as we may be dealing with an imposter. Visual confirmation of both would be very much appreciated in assisting our determination of whether our suspicions may be true.
The leader of our organisation knows all of the rules associated with restricted space, so as you inferred, it would be ridiculous to suppose that he would knowingly break them. I can think of nothing more than internal sabotage to our reputation by one of the many big players in our industry."
A reply of the kind as above puts the BPA in their place. If they do not accept that they're wrong, then you can simply switch sides.

One thing is people deliberately ignoring the NPCs around them, and another is NPCs not being there. I'm not quite sure, but I doubt there are NPCs, weapon platforms and scanners all around guard systems.
Talking for the two that I know more, Virginia and Hiroshima, in both of those there is a jump hole off-scanners, and probably without any NPC, satelite or weapon platform around. I could be wrong, if someone could check... :rolleyes:
In my opinion if you travel into a guard system you are travelling into the most secure areas of space. Which also means the most scanned so obviously you are going to get noticed etc. Its like being on a tour of the white house you are going to be monitored from the moment you enter to the moment you leave.
In a guard system this is acceptable but using it in another system would not.
Most secured place? Gosh. I can use them with my FL ID'ed startracker that is not hostile to Guard NPC's without fear of being shot by them.
Then. Jump holes? Ha. Secure. Yeah right.
