You can't file an FR5 for smuggling or embargo-breaking.
I tried.
That being said, new leaders bring with them new approaches to the same roleplay scenarios.
Sometimes these new approaches work well.
Sometimes they don't.

Embargo-breaking is not considered out of roleplay for Interspace Commerce, or indeed any faction.
Maybe if they were shipping Nomad materals or Cardi or something like that, but for the most part the only thing they violated was the player-set roleplay laws for an entirely different faction.
While this is enough to allow the RM to do such, For IC| against their own indies it's not even close.
It'd be like the [LN] FR2ing all the LNS not to shoot snubs in capitals.
Ineffective, unenforceable, invalid, and ultimately self-defeating.
Obviously the best and most effective method is to do as they do in that case, and simply ignore it........
But like I said, new management brings new tactics, and ones that are not always well-advised.

FR2in is issuing orders. That has nothing to do with an action being out or role-play or not. There is the issue with indies be able able to choose to disregard non-cannon orders, but that is a different can of worms, and like I said before, its not about the results, its about the effort you put into it.
Honestly Bindo, your logic is perfect for an option number one group. But the game has changed. With interspace commerce defending their indies from retribution, you need to think of different excuses for them.

And for FR5 to be taken in action, roleplay must happen. Do you honestly want IC| to contact every single indie to tell about FR2 and then make dozens of FR5 requests?
Official factions can no longer FR5 players of same ID. Soooo....should read up on rules lads. Been that way for months now.
Therefore Official factions cab back indies, or not. But then really can do nothing to them, and IMO that is a plus from lolwut faction leaders ruining an indies RP by making him unable to dock at his ID base.

Now Rheinlanders shooting IC players? what ever. I been landing on Bonn all through this, whatever it is, because it is far from RP IMO, and just power tripping. I really love the 3 turtles earlier telling me i could not land my transport there. Go ahead and shoot me fools, I dare you.

Hm, I think the facts are still not on the table...
Point is: Base building required access to Rheinland commodities that Hessians did not have on their ships. So Hessian players made IC indies to get the goods, as IC is a good ID that can serve this purpose. Of course some were caught, as the amount of goods that are moved is just too high to keep it concealed.

If I got my official faction Fr5ed from a house without the official faction having done anything to that house, I'd be up in arms.
It pretty much opens the way for things like: make indies of faction you do not want. Break laws on then. Get the official faction punished. Pure win.
So... I am really surpirsed why IC| is playing along, as this seems to be wrong from my personal perspective. I sure hope there are irp consequences to curb the "hey, we don't like you, we kick you out" quickshot decisions.

There have been sanction for docking when a lawful says no, particularly when you're violating house law. They probably should have been Gunboats, though, if you were in a trade ship.
InRP, all the Bonn Station docks and moors have been locked down... game mechanics prevent that from actually happening though.

Read: The Admins are working with the Devs to ensure there are consequences for this event and they announced this quite clearly.
