Low-levels cant handle the same stuff you can

Capital systems should be fully secure, core house space should be mostly safe, and then get more dangerous as you get further away, until IW/BW/EW systems that are wild-west levels.

Its the same thing as the NPC CD issue, On the plus side it adds variety, realism, and dynanicism to the universe, on the other hand; it slows you down, and makes you spend more of your time interacting with NPCs, which is generally not considered as interesting as interacting with players.

It's a toss up which you feel outweighs the others, for the CD issue the community seems to have decided the negatives outweighed the poitives, personally, I'm not sure on either issue. But it is definitely a sweet thing when your target flees into a lane, only to drop out in front of you as some rogues disrupt him!

Really what I'd recommend is Lowering the frequency of ALL NPC encounters, upgrading their danger, and returning thier CDs. Then, each encounter is a challenge, but there are less of them to annoy you, so people actually look foward/fear to meeting NPCs, instead of of just finding them tedious.

Oh look. Remove NPC topic number 316. NPCs serve a purpose. Do not like them? To bad. Without them Disco would be dam boring in the off hours, as right now that is only time you see them. They stop the lolwut, cruise, TL traders that go AFK while power trading.

TL disruption is independent of rep. It's just a dice roll that is called when you enter the lane.

You missed the point of his post. Sort your rep so you can smuggle. Then smuggle. No TL disruption. Presto.

The hostile NPC's disrupting the lanes, I can understand and tolerate. What gets me is when the TL gets disrupted my neutrals, who just fly straight on leaving you sitting there.
