There is no such thing needed as corporations can freely distribute their property without government interference. The golem is property of ALG, and it is upon them to restrict it, not the government. Furthermore, laws of Rheinland wouldn't apply in regions other than Rheinland.
Hire mercenaries to deal with out-of-law-reach Golems. Roleplay chances.
Contact government to deal with in-law-reach Golems. Roleplay chances.
Contact admins to add ID restriction. ooRP restriction applied globally hurting every current Golem owner. Blocks roleplay chances.
Hmph. Hmph. Two good things versus one bad thing. Sure, go for the bad one.
How I miss those days of 4.85 when people actually roleplayed to get ships. Now majority of people want to be fail-proof and play in their comfort zone. *snip* . Grow a pair of balls. Balls of steel if needed.
Be a little more careful with what you say ~Snoopy
1. Don't let yourselves get involved too much into Golem discussion - this thread is about cells for House corps if/when they have own ships, not about ALG only. ALG is the best example in current situation, that's why it was used.
2. I think some discussants don't/don't want to understand the clou of the problem - we don't want to change the lore to satisfy classification as open ship, no; we want own, corporate cells for our own ships which are already in the mod and which will be added in the future.

We determined that ALG is the only relevant corp with "restricted ship" so what is the point of this discussion if other corporations don't have "unique ships"?
EDIT: Nor is going to have in near future according to development tendencies.
Haybusa, Havoc and quite few other models people mentioned.

Tendencies which derived from treating corporations like second class factions, what led to "corp shiplines? lol no." mindset which is represented in that thread, while other factions like GMG, IMG and even such superpowers as LWB, GC or Zoners got own ships and own cells. If someone models corporate ship, corporation should get own cell.

So if there are no other corps needing cell besides Golem, nor is there planned corp-only ships, nor is it beneficial to crate publically unavailable ships, why is the topic about general issue of corps not having tech cells?
Zoner Whale is the only ship ( besides few really unique ) restricted to specific ID for BALANCE reasons primarly. Golem is not tech wonder to be limited only to ALG.
Ach what the hell. Pointing out how closed ships are bad for mod/server is pointless to people not understanding what makes Discovery roll.
If this is possible, every house corp must have a unique ship. They would be the only ones with 100 core and the rest other corp cells would be nerfed according to their diplomacy. The ship can be either an existing one or a new one.
This will surely push players to try out newer factions.
