One of the changes I am going to drop onto the LR as soon as the current rollercall is done is a unique type of structure/ranking system, which is going to make the faction appealing to both people wanting to relax and pirate/pew as well as people, who want to put much more effort into RP and their character, rather than actual ingame stuff.
It is going to be a bit of an experiment, but if it is pulled off successfully enough, it might be fun as hell.
