Perhaps we will add outcasts to unlawfuls, and encourage people more choosing unlawful instead of lawfuls.

Outcasts don't have ZoI in Hudson, hence why they were not included.
Also as it is right now, the event will be scrapped completely due to the lack of participants. If before 18:00 somehow we get enough registrations, then the event will take place, but I wouldn't get my hopes up.
Instead, consider signing up for Operation: Defrag
