I would just like to point out that lawfuls should not rely on jump holes for anything, because you can control where jump gates go but jump holes do whatever they want, unlawfuls rely on them because they have no choice but to.

People who ask for a lock when other people discuss ideas which they, personally, do not like make me laugh.
Just because things have always been a certain way and it might cost credits (oh noez) to 'fix' doesn't mean it should never be done, if it's possibly what's best for Discovery. Think of back when people were forced to cut down to 1 battleship. I remember those days.
There are many ways current Guard systems could be integrated better into Discovery with relatively minor changes. Make the Guard patrols around Guard bases only in certain parts of the system, rather than everywhere. Maybe put in a non-Guard base or two, or maybe the base of an ally (not suggesting neutral or enemy faction bases). The BHG system, for example, might have a single small non-Guard base near the entrance JH, placed there so BHG recruits could get missions and, in-RPly, as a place where the BHG could meet with and entertain important clients.

If it was hurting Discovery, I am sure the Admins, Korrd, and Igiss would have slammed a lock down on the sales of guard systems a while ago.
So which systems do you speak of that need changed?

Wow, the level of hostility in this thread to a genuinely thoughtful idea is baffling to me. Instead of throwing your hands up in outrage and calling for a lynching, why not take a moment to actually read the original post?
The suggestion is that guard systems be made to fit in with the roleplay of their respective factions and Disco as a whole. I agree. What this means varies hugely depending on the faction, so for the police/military/bounty hunters it would be acceptable to leave their guard systems as restricted airspace, and even adding a non-guard base of the same faction would not be a tragedy. But really, this proposal wouldn't affect these particular factions so much.
It's the unlawful guard systems that don't make much sense at the moment. As Benjamin pointed out, the Mollys' existence revolves solely around taking Dublin from the Bretonians. Now, the Mollys happened to stumble upon a whole new system, practically an El-Dorado; they establish a bunch of bases there and even colonize a planet. What do they need Dublin for? We've had this discussion in the Molly Republic many times about how Londonderry is killing our RP. And this extends beyond the Mollys -- unless it's the Corsairs or Outcasts, it's unlikely a group of unlawfuls would discover a system all on its own and manage to keep it secret from everybody else, and on top of that, arm it to the teeth with a small army.
To the people who say, "Oh, we paid for it, we can do whatever we want with it," I say you're wrong. You're not buying a piece of furniture for your house, you're adding content to an online game that should be designed to improve the gameplay of everybody, not just yourselves. Battleships cost more than systems, but that doesn't mean that purchasing one allows you to disregard roleplay and blast people "because it cost a lot." Besides, in its current form ownership of guard systems promotes the clan mentality of "this is ours, now piss off" that I thought the Discovery server aims to avoid.
EDIT:

False argument: there can't be any problems because if there were, they would have been fixed already? No, that's the point of proposals like this one.
I fail to see the arguement against Guard systems.
If you fully accept RP, then compare it against RL.
What the OP is asking for seems to me like a British General turning up at the gates to Area 51 and saying "We're allies, you HAVE to let me in!" and the guard says "That may be, you're welcome everywhere but HERE!"
Guard systems are more than simply areas that sell the best guns a faction has and are protrected by the toghest NPCs. They represent military might, which fundamentally, is the most valuable currency in Disco.
I honestly cant see why this thread has, and im going to sound arrogant and cold here, because i mean to, been dignified with so many responces.
Try going to ANY military base in THE ENTIRE REAL WORLD and demanding to be let in because you drive a taxi/delivery truck/Zoner Whale. Not going to happen. Disco is the same and i love it for it.
There are loads of systems you can go to, why the hell are you whinging about the 5-10% of the ones you cant go to?
*sigh* Flame on, i suppose, even though we both know im right.
Some of you are intent on making brick walls of yourselves, and I really don't know what impels me to try to get through to you. But I plod on...
Stop it with the whole "military bases" thing already, ok? Just cut it out. There's a grand total of FIVE military factions in Disco, which leaves, oh, I don't know, a few other factions for whom this is relevant.
