A large number of the systems either have a star, planet, or other really large object at the center, so there aren't a lot of places to test at. I suspect folks sitting on Toledo would be able to hear each other, as well as anyone on the Isis, but the folks on the Isis would not be able to hear themselves or the folks on Toledo...
Or am I way off on this?
Now that I think about it, if everyone who is docked is suddenly at 0,0,0, wouldn't you be able to hear people from any base in the system? Hmm... Testing is in order...

If you want to test it, Connecticut is your system. The JH to NY is in the middle (find exact spot with /pos if you wish)

No, I don't think that's correct... All players docked on a base in a system have position 0,0,0 - for transmitting AND for receiving local communication (they just have the position, so it gets used for everything). The position of the actual base is irrelevant, the game doesn't care about it. As a result, all ships docked on any base in the same system should hear each other in local.
Btw, this is just my theory, I didn't actually test it.
Maby i found a little error in the system. When i die in pvp and restart at the base i instantly after respawning get the note "you will be kicked for baseideling". Then it kicks me.
