Uh, every faction can do that to some extent, although the Decree with the Order some time ago limits all factions (although I cant find it anymore, which makes me sad)

I'd believe that statement if it came from official ]bd[, since so far I haven't seen any problems with indies.
As player of the official faction owning Togo, I'd say to make them only ]bd[-approved or not public. I don't want to see any of BD caps anyway, since they're valuable and rare. And caps don't make activity.

How about Blood Dragon cruisers that fly around Omega 11 or Omega 3? Does that qualify as being stupid? Oh wait, but then why isnt the Blood Dragon Cruiser SRP too? You are making exceptions based on your personal opinion and not on facts. If we were to follow that logic 80% of the Battleships in the mod would be SRP only.

This is just an attempt to put ]bd[ in more control then they already are. Make it public. Factions shouldnt govern which people can fly caps. If someone wants to fly a cap he should be able to buy one and have fun with it. If he does something stupid, then punish him. Dont punish him before he even gets a chance. And if you are too lazy to watch over what people do in your caps, then how do you plan on taking care of all the requests for caps that you get? Give me a break.
And please dont start ranting on how it isnt inRP to have 10 Togos. Its a damn game, and in case you havent noticed 80% of Discovery is not inRP. Deal with it.

And I know my opinion doesn't matter much within majority.
If BD indie caps would do something stupid, ]bd[ would have no power to deal with them (I assume), since I heard FR5's are heavily restricted atm.

Well someone flies them obviously since I have already seen 4 of them in Omega 11.
If BD indie caps would do something stupid, and the witness of this stupidity would send an inRP message to the ]bd[, they would have every right to deal with this person. Harshness of the punishment would of course depend on what he did. Even though (and if) FR5's are more restricted now, the aforementioned scenario is a pretty legit one.
The argument of "Just a game" can be applied everywhere.
