There has been the recent problem of official factions having issues with getting recruits, sadly that goes for my former faction LWB whom I loved and the AGS that they merged into.

Inactivity hits all, minus those already established to to their position, as in military and their close proximity to fighting.

I can't think of a lot of factions with a lot of members that don't have PvP in mind, namely companies.

There's quite a few, namely Volksfront, IMG|, trading corporations...

Volksfront I can't comment on since I'm not knowledgable on them, IMG? Java and Hood, end of. I was an IMG indie an 90% of my fun came from Dublin, and a lot of IMG players hanged around Hood, and nothing else.

I've joined Kishiro recently, and it's been ok so far, though I can't make too many comments since A: only been in it over the weekend and B: still learning Kusari ways.

What about a hybrid system in which there are two tiers of officialdom?

The first tier is normal officialdom as head of the NPC faction, with all the rights and responsibilities bound to the status ect. This tier requires a payment of 500 mil + activity requirements + whatever else I missed.

The second tier should be semi official in which the organization in question pays say 300m (arbitrary, just to ensure that people take the organization seriously) to be able to recruit on forums and to (in limited numbers) grant tech requests in numbers purchased from the official faction (IE: the ICMG "buys" three nyxes from the IMG through Aland shipyard, which can then be "sold" to whomever they wish). This tier must be accepted by both the official faction and the admins (though the admins can override if they feel it necessary IE: oorp hatreds and all) and along with the cost of 300m (arbitrary), must keep an active presence on the server (to be decided by whomever thinks this through more).

It's not as if people join the IMG to pvpwhore, they join to make money. As the IMG isn't a bounty hunting group (it might even be against the ID, dunno,) they're obviously not looking to make money through pew pewing people. If they wanted to pew pew Outcasts, they'd join the Colonials.

If something like that is implemented, why should the admins have any say in it? Let the officials determine who best represents their group when they aren't around, and let them give those powers to whomever they deem worthy.

These are not facts, these are things that might be true at times but for the most part, are completely and utterly false. You're sniping at several unofficial factions by exaggerating small events that happened.
I could give you any number of cases where, in fact, the above is completely opposite. (Eg, an official faction being hard to give feedback on or having a low roleplay standard. But of course, if I did so, even if it was obvious, I'd be banned for trolling, now wouldn't I?)

The thing is, the admins have a say in what happens to official factions today - if we want the second tier semi officials to carry the same amount of weight, we'll need something similar for the processes of registration. Also, admins exist to serve as a check in case a perfectly legitimate application gets lolno'd by an official faction (hypothetically speaking of course).
