Your playing wrong hours. Had 9 pirates in NY last night. So no drop in pirates i am aware of. They are just looking for PvP now, and not hitting transports.

That's not pirates, that's people with unlawful ID looking for pvp.

They make it very hard for pirates to catch anything and also take the fun of "we try to catch that convoy" from the game. I am not a fan of jumping, as it reduces the traffic that makes interaction much more likely, but it is part of the game now.
