It was a joke that was added to the game around 2017ish (I think)? FLHook is used to randomly overwrite existing rumour IDS entries with this in mBases.ini. It means whenever you click on a rumour, you have a 1 in 9,001 chance of getting this instead.

I remember thinking at the time that it seemed like a lot of effort for what was essentially code based shïtposting.
