Nope, I noticed it too. They are in different user groups. Alte probably does not have any admin powers .

In my opinion this is the biggest mistake ever ... give a man "admin rank" who doesn't give a damn about community rules, and not just once, several times ... but, whatever ... it's your server and we're just a bunch of cleaning rags.
