Reason for use of cloaking device which you stated in your request confuse me. What people tend to stop you and take pictures? Someone from other ships in space? If this is the case, then the source of your problem is likely leak in passanger database and thus change of your data security measures can fix the problem. And even if someone somehow knows there is some popular person aboard, civilians have no right to stop your ship so your crew can simply refuse their request. Not to mention - all they can do from space is take a picture of your liner´s hull, I do not see problem in that. If they would want to take photo with the famous person directly, they would have to dock with the liner what can be again denied by your crew.

So, to conclude - we don´t see the stated reason as sufficient to give you permission for use of cloaking device. Every ship with cloaking device out of law enforcement authorities´s control means some security risk, so there must be serious reason for its permission. The problem which you described regarding privacy of your passangers can be relatively easily solved by other means.

My name is Helmut Weinstein, Director of Corporate Security for ALG Waste Disposal, more commonly known as Division V. It seems as though the previously-approved request which I am sending was lost in a database corruption of some sort. I will elaborate again on the requested item to hopefully clear this up.

The request was for the operation of a "Vache"-class train, the Solothurn, which is equipped with a cloaking device. It is not a ship commonly used by our Division, as there are not many scenarios which require such a specialized vessel.
Primarily, it is used for shipments for which insurmountable opposition is expected. While this is rarely the case within Rheinland space, I'm afraid to say the increasing presence of bandit capital ships sometimes necessitate such measures.
Far more commonly though, it is used for trips through very hostile space in the Omegas and occasionally Omicrons, space controlled by powerful pirate organizations such as the Red Hessians and Corsairs. Since trips to these regions usually originate in Rheinland, it is necessary to request permission for the Solothurn to fly through the Federal Republic equipped as it is.

First, I want to apologize for huge delay. Searching the lost data from the corrupted database took quite time but in the end technicians were not able to manage it, so we had to start the approval process from the beginning with all necessary paperwork, and the officer which was assigned to it died in an accident so it got stuck in the stuff which another officer had to take over.

Anyway, permission to use the cloaking device is issued for your ship under these conditions:

The ship [ALG]-V-Solothurn is not allowed to fly in Rheinland space with batteries onboard for the cloaking device regularly. It can load batteries only on last station just before leaving Rheinland territory (typically on border station) and after reentering must unload them there again. In case that there will be need to deploy the ship with the device ready to use due to very dangerous situation in Rheinland space, ALG is obliged to report this situation with documented reason to the RFP| within next 96 hours.

Also, special transmitter will be installed inside the ship. The transmitter will stay in passive mode, but will turn on, react and mark the position after receiving specific code sent on specific frequency, which will be known only to inspekteur der polizei, admiral of Rheinland military and direktor of Büro der Marineintelligenz. This is safety measure for case the ALG will lose control over the ship, or there will be justified suspicion that ship is used to illegal actions.
