We were a bit short on time last night as we were almost close to "peak" time and really wanted things to be available before peak.
Core is currently rephacked -0.55 to Zoners for the duration of the event (permanent rephack will have to be submitted with an FR5, if RP requires it), but I didn't have time to do the same for Zoners yesterday. It'll be done though.

The request was denied because the Luneburg/Rho connection is an accident from a dev and shouldn't exist. It'll be removed and replaced with its proper connection. Once this is done you can submit the request again and it will be voted on.

So? Just because it is out of ZOI doesn't mean that the ship cannot be there it just means it can't do much.
