Not really.
I think DA decided Sairs to live pined down on the Crete because, remember, they took just some landing ships with them so I don't think they really had anything useful left from the past Sol era. The whole SS kept going to the Alpha with it's technologies but then it got sabotaged and many useful information and tech was lost once again. So the Schiller was just a chance to get a space ship technologies and technologies to travel into the other systems along with star maps and other valuable information. However it throw the nation down by 450 years while all Houses were developing their economy and industry. That's generally the key feature of the Corsair RP - they have a deep grudge and hate for the more successful neighbors because Corsairs had to make a poor living on the deserted and unfertilized Crete for centuries.
The "best shipbuilding" part is, actually, about the materials the Corsairs managed to produce after researching the Alien Artifacts. That allowed Corsairs to build the toughest ships and they are keeping the secret of the process. Corsairs are carefully researching all artifacts and sell only aesthetically cool looking useless chunks of metal and stone that carry no materials for research. So this is not the best-in-all ship building. Corsairs have a quiet well known issues with logistics since the availability of materials are usually depended on the luck of the raiding parties. Something you can buy from Junkers, yes, but not all for sure.

The Hispania was actually sabotaged prior to arrival at Crete, specifically the Engines, which is why the Corsairs made landfall on Crete, and not (insert unspecified target planet here).
If you want to believe Discovery lore, the reason behind the Hispania's sabotage was......

Electronics and advanced alloys for the engines, especially.
Those come almost exclusively from Samura and limited thefts from Rheinlanders passing through the Sigmas.

Ye, it was sabotaged prior to Crete. I'm not saying it was sabotaged afterwards, just my sentence happen to be built the way it looks so. However it was the reason in the first place for the whole drama.
