I had a similar thought, at least as far as bases go. Skye is quite out of the way and a good place to visit after plenty of pillaging and whatnot. Perhaps look into that, with Trafalgar being the forward supply base?
The problem with that is we're trying to build something quite distinct from the Gaians and the Mollys. Leaining in either direction would, quite possibly, get us caught up in their battles, and being influenced by their RP.
I'd say well thought out and will avoid the knee-jerk "but it might be abused" stuff.
Be careful to consider how Kusari will respond since you are camping close to their doorstep--then be careful to think how Bretonians will respond since you are preying on them in wartime while they are getting thumped hard by a ruthless enemy already. Might want to consider treatment of ships with food, pharmaceuticals and passengers and the like with some sort of "appearance of humanity"--een if it isn't sincere. In the seige of Leningrad, people were eating shoe leather and the like. A group of people selling human "meat" was reported by the people and even the military who were quite callous often to the populance were outraged and raided the place and executed everyone there on the spot. Passions run high in war--especially if you are losing.
As to Junkers and using Traflagar...not quite the "Yeehaw! Profit partyyy!" you present.
Junkers are subtle and will turn the head to anything that makes them a profit and preserves the status quo. What Junkers won't do is openly support amoral cuthroats in a war situation--they'll have a lot more sense of self preservation there.
Kind of have to let you use the base as any other traveller but also quite likely to cut a deal with the authorities to undermine you and get brownie points in the process. Only way that could be avoided would be with HUGE bribes to them. You are asking them to risk a lot. Better offer a lot.
I like the idea and can tell its well thought out.

I know. We want to remain distinct from the Mollys and Gaians as stated earlier. That leaves Trafalgar as the only place in Bretonia that we can dock. Not an ideal situation, but it is what it is.
Now, if that suggestion that myself, as well as others, had posted in the past about unclaimed "neutral" bases scattered here and there had actually gone somewhere, we might not have this headache at all.

Err... I doubt it, 'specially since we seem to have gotten off on the wrong foot with regards to the Mollies. The Gaians might be willing to let us dock in return for a financial donation, but even then I'm not sure.
Hes a way to slove your docking problem. Just say you have a very well hidden base from the Buckaneers past hidden far away and undiscovered in New London. Trafalgar is your supply base and you dock there quite often after raids/for a drink/to buy suppys before heading out into deep space to your home. Just cause the base is not there dosent mean you cant RP its existance.
You would in-game still be flying from Trafalgar. But your not claiming it as a home.
Any thing that means the BPA/BAF dont come knocking on our door with a search warrant is good for us. as no ammount of cash will make us happy if one of our bases is shut down.
