There is ONLY ONE source of cardamine in all of sirius, and that's directly from Malta, the outcast homeworld.
The sole provider of cardamine in all known space is the outcasts, and they're using the addiction on the populations of all the houses and criminal groups as a method of control. They get everyone hooked, and suddenly they withdraw their cardi trade... guess what? EVERYONE who's addicted will be begging the outcasts for cardamine because of the withdrawals - they will offer anything and everything they have to get it, because the pain of cardamine withdrawal is too much to handle.
Suddenly, every house government in Sirius is facing riots and revolts from the majority of their populations on a scale you cant even imagine. Every addicted criminal, civilian, police, or military member will be at the throats of their superiors and government, and they'll bring it all down. The work is done from the inside out, and the outcasts move back in and overtake all four governments in a single decisive blow.
The outcasts use their ships to fight corsairs, they use cardamine to fight the houses.

Do a little simple math.
Say cardamine reduces the effective birthrate by 50%.
The newsboards on malta say that the oldest outcast on record, one of the dons, died at the age of something like 168 years old, and was just as healthy and active the day he died that he was when he was 20.
meaning, they may have half the birthrate, but they live twice as long - it evens out. They probably bed bump twice as often as anyone else too.

Nope, the only factions with a large number of carti addicted people are the CG, LR and LH. It would work in the large houses favor if carti stopped shipping, which, if you think about it, is why they try to stop it.
So carti stops shipping, three pirate factions die out and the economy on malta crashes, sounds good if you are a house faction.
In fact, why don't ask the SA, LSF. QCx, RM, etc... if they want carti stopped. They'll gladly say yes.

EDIT: I'm sorry, I can point to an incident where this has improved the general quality of RP. The Rheinland Military and the Kusari Naval Forces have both instigated bans on the purchase of the purchase of their capital ships (though KNF has a tougher time enforcing this with its popular Destroyer, due to their low activity). I have not seen a single Out of Roleplay Rheinland or Kusari Battleship in the last four months. How's that?

Look. The evidence I presented there is just one event in a long chain of events that led the Outcast factions to do this. I am not about to go though my 800 screenshots that I have and pull out all the screenies of Outcast caps with tag and ID and order/corsair guns, nor am I going to find the number of them who have shouted LOL in system chat, nor am I going to find all the images of them with german sounding names... That would take far too long, and frankly I can't be bothered.
The issue here is about making the oorp people know that they can't just fly something as powerful as a battleship for instance with the reason 'I bought it'. Its totaly unrealistic. They get told that this happens, and that they should write a story and submit it to one of us, then if they don't they get warned again, then if still don't do it we assume in roleplay that this ship is piloted by an untrustworthy individual who can't adaquately identify themselves to us and thus is dangerous.
Plenty of warning plenty of chances... They don't take heed, their funeral.
Its not powergaming its about roleplay, we are PLAYING OUR ROLE of keeping the outcasts home safe.
