Photoshop - pattern overlay (Screen, Lighten etc depending on colour)

Nice drawing, but you forgot the apostrophe in "It's".

Good concept. You could also try to blend the two sides instead of making a harsh cut.

Try a simpler and less curved font, then add some text effects and a border then you're good to go.

In GIMP, it's under Effects -> Distortions -> Erase Every Other Row

and picture of the guy, a little less noice
