I've now tested this. My main fights are either Outcast Dread versus Destroyer and 5 bombers or Lib Dread versus Rh Bs.
Outcast Dread fight: attempted a cruise to catch up, managed to cover the whole 4k before my power was completely drained and came out on top of the Destroyer firing. So the draining thing did not stop me from cruising to catch up, I could do it against bombers an fighters too and have almost 8k before my power is fully gone, and if I hit reverse it recharges straight away.
In lib dread versus Rh Bs, I used to be able to keep them at range, but now of course they can cruise up, drop down on top of me and utterly destroy me quickly.
Beck, you said the tactics of cap warfare have increased? I don't, the hevier ship now wins. If it had been just you and me today you would not have survived long.
Anyway, I think this isn't fair play, so instead of bitching about it I'm going to pretend the rule still exists and won't cruise to catch up to anyone, becuase it's just a cruddy thing to do really.

Combat now is more like throwing something, waiting, and seeing it pass by you a few seconds later.
This is true if you fight during DDOS attacks, lagfests, or with nova torpedoes.
