This storyline doesn't take into account every action of every player in the past 1.5 years, it was created a long time before that. As such, things have moved on since then.
From what I know (I'll test it now) the HF are in Vespucci.
When the LH, a faction run through the 'storyboard', leader comes out and says they are leaving Vespucci, I believe them.
