Our Benefactors have decided that now is the time to begin active negotiations between myself and the machine alliance. I request your 'voice' unit, or any other diplomat contact me as soon as it is expediant. However, I still have many other objectives at this time, but have time now for active communications.
You can either have your 'voice' contact me by direct ship-to-ship communications, a private message in my DISC-COM system, or in real time using the 'SKYPE' tachyon relay network. We should consider Yanagi depot as the official location for any direct meeting, given it's centralised location.
I would also advise that you NOT attempt to harvest GC vessels within my vicinity. I cannot risk any diplomatic incedents within their presance. Simply put, the GC are more important to me then the Machine alliance at this point. Nevertheless, my diplomacy with the machine alliance will continue unless I am given VERY good reason otherwise.

This is the Adjudicator Jack Matthews of The Junker Congress.
We wish to introduce a Rule that we and every other human that operates in Sigma 13 and any other system where the Junkers have a Base. Does follow, it's an old rule and we wish to see if the harvester have understood it.
It's called a No-Fire-Zone or NFZ for short.
Within this zone, no, hostile actions may be taken.
Unless fired upon first.
It surounds any base that the Junkers control, it is about 2-3 k from the base and in a wide area around it.
Now if the Harvester doesnt follow this rule or refuse to do so I will continue this with Congress Speaker Tinkerbell.
This unit has recieved the communication. This unit has an accord with the Tinkerbell unit, to not accept terms from Junker units not defined as Vladimir Tinkerbell, Onieros, or Tenacity. These units are the only units, these units will alter terms with. Unless given confirmation by the indicated units that other processing units are valid speakers of the Junker entity.
This unit ;however, is authorized to update the Matthews unit of the current situation. Units 17 and 45 commence harvest of the Dragon unit Hiza Tozomoto due to a probability assessment result.
The assesment indicated that if these unit allowed the Hiza Tozomoto unit to remain, additional Dragon units would enter the area. Records indicate that when 3 or more Dragon units gather they commence harvest on these units. The unit 17 concluded that prevention of Dragon build up was required to assure continued operation.
Additionally these units have attempted on multiple 7 occations to conduct diplomatic interface with Dragon units. The units have agreed to non aggression pacts on 5 occations. On each occation, lasting no more than 27 hours, has Dragon units conducted harvest on non hostile Harvester units.
Unit 17 has been attacked and rebooted on 12 occations by Dragon units since diplomatic protocals have been first attempted. These units are not equiped to detect deception, therefore these units will now prevent any Dragon unit from opperating in space defined as beneficial to Harvester units.
The Dragon units designated Sayanara and Elliot belt are the units deployed by the Dragon entity to harvest these units in 8 of the 12 involuntary reboots of unit 17. The Dragon entity is deceptive. All calculation involveing the Dragon units must contain a 99.6% probability that the Dragon units will accept terms with one unit and deploy additional units to violate them immediately.
These units recommend that the Junker units power up harvest arrays when Dragon units close proximity. These units will assist in the Harvest of hostile parts.
This unit is not inclined to alter opperational procedure without interface with one of the above indicated processing units or a unit designated by one of those units.
These units must obey the directives writen by the FTGW intellect. These units will not accept terms that violate the DIRECTIVE.

Subject: Carla.Jones. please note that the human subject known as Carla.Jones is a robotized 6 year old girl. She was programmed mainly to follow Junker congress Nomen.Darks commands however i can override her programming when necessary. I placed a monitoring device in her programing to monitor any transmissions the junkers may get from our enemies.
Please note that im trying to keep the fact that she used to be human and being used as a spy from the human population secret as such i will transmit any major problems regarding this unit to avoid these transmissions getting traced.
