How to process Forum shipsale contract violations?

I send the sum of 560 million SC to an Name (on Jul 22 2011 01:39:33 AM) the Forummember The.Merc gave me via PM (on Jul 22 2011, 01:36 AM).

Contract in Forum ship sale was made here (on Jul 22 2011, 01:33 AM).

Then I got following PM back (on Jul 22 2011, 01:41 AM)

payment recived, 2 mins i will setup code now
(repeat: "[...].2 mins i will setup code now", 63h ago!)

I didnt get a code nor respons till now (+ 60 hours) nomatter its Weekend, I asked that User in PM and Forum what was wrong and even saw that Forummember log in his Forumaccout inbetween (on Jul 23 2011, 12:30 AM).

So what am i to do now?
What is a reasonable Time to fill in a normal (exclusive special conditions agreed upon) shipsale contracts ?
Who can i generaly ask for help in such cases?
Who will generaly help me in such cases?

Then you wait for the admins to investigate the sanction. Which can take a week or two, before they reach a decision.

To avoid this situation in the future, don't make big purchases from people you do not know or trust.

You can get bad behavior from people you know and concider(ed) trustworthy. You can never be shure nor can you, because of that, move responsibility to a victim unless there is clear evidence he/she should have seen it comming in a common sense.

That is what rules are for, and they are actualy the most proved and working concept of any community ever.

So i asume your proposed concept of "trust only who you think you can or dont risk" should only apply to issues/situations that cannot be controled/ruled/judged. But this is not the case here at all.

Something simular happend to me . i maked an sanction report. nothing so far and its filled more then a week ago:( in the end i am 410 mill poorer, have a loan of 700 mill to repay . and still no barge:sleep:

Stuff like this take longer to process since I'd assume more admins are involved.

Well some cases will solve themselves over time nevertheless this should be regulated with some new written common rules/deadlines id say.
I saw some others involuntarily became moneylenders or getting scammed recently, so befor this becomes an more regular unwanted practice...
