It isn't a 10/20% loss in the funds transferred. It is a 10/20% chance the entire transfer is lost from my understanding.

This is correct, but I think Dart was saying that you could /givecash in 100k increments 10 times.

Ah. Duncan said he transferred a ton of cash in 10m batches and didn't loose a dime.
