Given Omicron-style capspam I would approve. Also Alpha's NPCs wtfpwn caps deluxe actually so that might be relatively fun and challenging. What I would personally be interested in seeing is:
Why did i sell the ossie? Anyway, call me when you go to KRIEG, i'll bring bastet (smoke). We were doing it back when we tried that inquisition faction anyway.
Order shouldnt do that because it might force Zoners to brake the alliance with order to remain neutral in this (Freeport in Tau 37). Order also usualy does not hunt Nomads in Corsair/Hessian (System Omega-58) or Liberty (System Unknown) space. Also many Order use the very good zoner guns as they may do so freely as allie but if they start attacking OC with that, the very fragile diplomatical balance Zoners keep in the middle between Corsair and Outcast will brake for shure.
Anyway, Order has more that enough problems in keeping theyr guard up right next to central Nomad homespace Iota/Omicron 99.

lulz. Zoner's haven't broken their alliance with the Order yet for similar situations. The Order know that if they cause us trouble we have to remove their docking rights in order to survive. They don't get mad at us for it, they know it is our MO.

I don't see it forcing the Zoners to break the alliance as long as the Order doesn't use Zoner installations to stage assaults / incursions / recon sorties / any other kind of potentially offensive operations. Am I missing something?
That the Order usually doesn't hunt Nomads in Corsair / Hessian / Liberty territory USUALLY I personally find somewhat tres suboptimale but that's why we have our lovely Nomad-hunting, nice and upstanding individuals roaming Sirius everywhere.
As for them having problems, I'm not an Order player and my interactions with the Order are usually on hostile terms and so far I ain't seen them having problems in "keeping their ground", but my perspective on that is very narrow due to not being part of the Order like I said.
EDIT: Bolded a part, got to give the Order credit where it's due. :]
