Can IC use the rheinland colossus?

Since Interspace commerce is basicly nuetral to all 4 houses can IC use thier transports like the Rheinland colossus?
Anyone who is deffinitly sure of the answer post here. if you are not sure dont post it will mix me and others up.

Just look at the tech chart for Liberty corporation and you will see a red cell which means you can not get it.

Can you? Legally no. Should you (be able to)? Yes. Would I? I would if I wanted to fly it, it's a transport, the primary transport for IC, and IC isn't even REALLY a Liberty Corporation, they even have a base in the capital of Rheinland!

At any point, IC is still held as Liberty's corporation, since it was founded there.
Since we are practically ignored by Liberty itself, I don't see more than one reason to be labeled as its corporation.

But I hope that will change and I'm working step by step for it.

No, IC can't use it at all. IC cannot use Rheinland's civilian trade ships at all. As well as IC offer permission to fly Kusari's trade ships.
