No. That won't be done due to balance reasons.
Jump holes aren't owned, a faction can't shut it off to X faction, jump GATES, are owned, and can be.
I also don't see a balance problem, corporation from house X wouldn't be able to use jump gates from warring house Y, causing them to go through route Z through jump holes, same as the pirates.
Not really a balance problem at all, the lawful corporations are SUPPOSED to be more protected than they are right now.

But it would make feel more like a pirate you RP one. You would have to avoid house controlled areas and you would have to sneak around to get to your destination. I would like this feature even if it would bring a some disadvantages to the affected people.

This is actually a valid point.
What should deter a corporate ship's use of Jump Holes is not that, for some magical reason, it does not work for their ship; it should be the presence of pirates.
Are you familiar with this balance? The more there is traders, the more pirates, thus militaries too.
If there would be less pirates, there would be less militaries, and in the end, nobody would need so much trading as there would be less PvP.
So why the hell fix what is not broken?
This is actually quite false, from my experience.
The pirates pirate the crap out of traders, causing Q_Q, and less trading, or causing the traders to avoid the pirates all together. Them avoiding pirates leads to less calls of "HALP PIERAT F6", leading to less role of a military. This leads to playing a military man being less fun, causing him to go and be a pirate, or something new, or just get bored of the game all together.
Less traders/encounters of traders vs pirates, less pirating, less need for military. So yeah, that system is actually equally as destructive to activity as it is beneficial.
Also, since Disco has been around so long, and people have gotten so rich, most PvPers don't even have a need or want to trade anymore. So that also throws a rather big kink into that system as well.
But anyways, this whole discussion about the current system isn't even in line with the topic, which is disallowing pirates to use jump gates.
Robbers don't run by the police station with all the stuff they just stole, so why would a pirate use jump gates that most likely have a border station on the other side? Makes no sense.
Furthermore, why would the police allow the robber to run through the police parking lot with all the pilfered loot? Oh right, they wouldn't. Disallowing pirates and unlawfuls and hostile factions to use their corresponding jump gates helps make everything right, and as it should be.
The risk system is much more balanced, and tuned to where it should be this way as well. Everyone seems to think that this means no more pirates will be anywhere but at a jump hole too, this is far from the case.
It just means a pirate can't travel as freely and easily as a lawful could, which is the correct, inRP, canon way, and how it should be.

I can see the reasoning behind not doing it, but I don't agree with it at all, not see how it makes any sense inRP, especially since the server name is Discovery RP 24/7.
