What is the RP value in the Liberty Navy being unable to stop the tens of thousands of artifacts being smuggled in, overtly and being mocked by smugglers who know we cannot stop them anymore? :(

But no one has addressed the issue which was started "How Do We As Members Stop The Under Level Killing/Loophole"
Come on guys it affects us all, but as an Admin turning it off again made my job easy again, so if you guys can come up with a workable idea all Admins would be able to vote on a rule change, an Idea, a compromise.
Bulldog is right, we do need to stop complaining and find a way to restore things to the way be like them while still dealing with the issue.
It has been suggested that eliminating PVP rights within New York for lower level players might work. This may work, but I am not convinced of it., but it could be given a trial run? We could also simply limit them from shooting people above level thirty and avoid the issue of self defense all together.
As much as I hate the concept of server police perhaps an RP and PVP rule set could be given to select members for enforcement in NY so to avoid that matter as well.
I figure just disabling under 30 RP/PvP in Manhattan would work just fine.
It allows the newbies to not worry about being penalized for OOC chatter to learn the ropes and allows the real smugglers to still catch fire. (can't smuggle in a CSV and if you do, I congratulate you). RP and PvP for 30+ sounds about right.
For under 30s taunting the SA and LSF, if they're under 30, this way they're not considered IC so we don't have to feel obligated to explain to superiors that we had to let the Starlier go despite how badly he mocked us ICly.
No PVP for under thirty may work, but RP is a must for NY in my opinion, new or not the server says RP in its name. The fact remains when NY was a No-RP zone it was used as a lounge for OCC chat, and I do not wish to see that again, ever.

As with all rules in my opinion, it should be short, simple and child-proof.
Ban PvP in NY for all under level 30's. You may not attack them and they may not attack anyone.
If they do attack you or are being completley disruptive screenshot it, warn them 3 times then simply report them and ignore.
I like Turkish's Idea, like Alec said, it allows the newbies to not worry about being toasted accidently (or purposely) while allowing the higher levels to continue policing (effectively).
Pretty simple.
Change Civilian ID to what was neutral before. And is now, but given by the admins.
That way, who ever has a Civilian ID is safe from anyone, even other underlevel guys.
But, if he chooses to shoot someone (13cent example), then he has to take responsibility for it.
And if he dies, no whining about it.
No offense, but what 13cent did was not a loophole abuse.
And PVP in NY has nothing to do with that.
What would happen if the same incident took place in Cali?
Just change the rule, pilots equipped with Civilian ID must NOT be attacked by anyone first.
Not the LH daggers, not the other Civilian ID-ed players, not by anyone.
If someone breaks this rule, make a very harsh fine.
And this really sux, with no PVP in NY.
I just made my LPI char, hoping to RP smugglers arrests etc.
And now, i can go in another system, which is way less populated.
